Strategies for the Establishment of Gwangyang Port as a Logistics Hub-Port, Korea

Due to changes in international maritime commerce and port environments, shipping lines continuously endeavor to have economies of scale and reduce port charges by only using Regional Hub-ports. These changes have led to increased international competitions among Logistics Hub-Ports. Because Korea can't meet the demand of foreign shipping lines in a timely manner, the Korean Government has developed Busan Port and Gwangyang Port as a Two-major Port System. Gwangyang Port opened in 1998, is operating 8 berths for 6 terminal operators. The purpose of this study is to examines the problems with Gwangyang and identify important strategies for developing Gwangyang Port as a logistics hub-port. This study is mainly based on a review of current research papers, an analysis of secondary data and a questionnaire survey. The problems consist of the late development of port-hinterland, a lack of combined transport systems in the port-hinterland, low productivity of the container terminal and port operation, and the shortages of calling ports and regular arterial sea routes. It is concluded that crucial strategies for the establishment of Gwangyang Port as a Logistics Hub-Port include improvement of combined transport systems in the port-hinterland, early development of the port-hinterland, increase in trade cargo volumes, and expansion of port-callings and regular arterial sea routes.
