There have recently been hot argument in terms of welfare in Korea. However, there are a lot of prejudices surrounding welfare, which is deteriorating the Korean development as a welfare state. The article examines to refutes the representative five prejudices - myth - and, it is thought that such myth surrounding the Korean welfare state can be overcome intellectually and practically. In reality, Korea cannot be regarded as a welfare state in every criteria and, if the economy-supreme ideology is a sole alternative no longer, it is necessary to suggest the Korean welfare state which is matched with Korean socioeconomic conditions on the basis of the western welfare states. Considering that welfare aims to protect the most vulnerable group, it is thought that poverty for the old and regulation in public health expenditure are the most urgent problems. In addition, in relation to the recent new social risks, it is necessary to strengthen policies for the women and children and to transform the concept of working poor. The economy-supreme policies in the current government have paradoxically exploded the public need in welfare. Considering that we have to prepare the alternative to solve new social risks as well as the traditional income security policies, it is a vital period to discuss the Korean welfare state which is matched with Korean socioeconomic conditions.

최근 우리나라에서 복지에 대한 논의가 크게 증가하고 있다. 그러나, 여전히 복지에 대한 여러 가지 편견이 존재하고 있으며 이러한 편견은 한국의 복지국가로서의 발전을 저해하고 있다.
대표적인 다섯 가지 편견 - 신화 - 를 검토하고 이를 반박하였으며, 이러한 신화는 지적, 실천적으로 극복이 가능하다고 판단된다. 아직까지 우리나라는 복지국가로 간주되기에는 양적, 질적으로 부족한 것이 사실이며, 더 이상 경제지상주의가 대안이 될 수 없다면 서구복지국가를 모델로 하여 한국의 현실에 맞는 복지정책들이 제시되어야 할 것이다. 현재 우리나라에서 필요한 사회복지정책은 매우 여러 가지가 있지만, 복지가 기본적으로 가장 취약한 계층에 대한 보호장치임을 고려할 때, 우선적으로 노인 빈곤 문제와 의료비지출조절이필요하다고 판단된다. 또한, 최근의 새로운 사회적 위험과 관련하여, 여성과 아동을 위한 정책을 강화하고 근로빈곤에 대한 패러다임 전환이 필요하다 하겠다. 현정부의 경제성장지상주의 정책은 역설적으로 국가의 복지정책에 대한 대중의 욕구를 폭발시켰다. 우리나라는 전통적인 소득보장정책 뿐 아니라 현대적 복지정책 까지도 욕구가 증가하고 있다는 점에서, 복지에 대한 건전한 논의와 한국의 현실에 맞는 복지정책을 논의해야 할 긴요한 시기이다.
