Aside from efforts around the world to prevent catastrophic climate change, global interest is focused on the availability of the commercial use of areas that were inaccessible in the past, thanks to the reduction of the ice caused by global warming. Amid the steep rise in international oil prices, the competition between countries on infrastructure construction, namely gas (oilfield) and transport systems to secure natural energy sources is growing more fiercely ; it also appears that the issue could be expanded to energy security problems, leading to regional disputes between countries. The study contemplated transport plans of resources through a pipeline transport method, a clean means of transport so as to prevent a thawing phenomenon of the Arctic Ocean via a development considering environmental issues in the area according to the climate-change systems for coastal and non-coastal states. We conducted the research to suggest a solution with respect to limiting factors, and various social and economic barriers that must be overcome by analyzing the operating conditions of pipelines by America and Russia among other major Arctic coastal states. We believe our findings may be utilized as core data for policy-making by governments to support corresponding enterprises.

지구온난화 문제는 21세기, 인류가 삶을 영위해 나아가는 데에 있어 다양한 측면에서 부정적으 로 작용하고 있는 것이 사실이며, 이 문제에 대하여 적극적인 대처를 하지 못하는 경우 생존의 문제와도 직결될 수 있다. 북극지역의 경우에 있어 해빙으로 인한 해수면 상승과 생태계 교란, 침수 등 우리가 극복해 나가야할 부정적 측면과 함께, 또 다른 한편으로는 얼음이 녹아, 북극항로가 개통되면서 북극해의 바닷길이 열리게 되었으며, 그 동안 접근성이 좋지 않아 경제성이 없었던 막대한 양의 매장자원의 개발이 현실화되었다. 이러한 북극해 개발 과정에 있어 연안 국가 및 비 연안 국가들 모두가 기후변화제체에 따른 북극해의 환경적 문제를 고려한 개발로 더 이상 북극해의 해빙 현상이 진행하는 것을 막는 것이 무엇보다 중요하다. 본 연구에서는 그 방안의 하나로 청정 운송수단인 파이프라인 운송방식을 통한 북극자원의 운송방안에 대하여 살펴보았다. 북극해 주요 연안국 중 러시아와 미국의 파이프라인 운용실태에 대하여 분석하였으며 극복해야 할 제한요소들 과 여러 사회․경제적 장애요인들에 대한 해결책을 제시하기 위하여 연구를 진행하였다.
