In accordance with the policy of liberalization in the civil aviation sector and with a view to attract more foreign passengers and air cargoes, Korean government continued to carry out deregulation of the aviation industry and tighten the supply chain security. The supply chain security programs are designed to prevent terrorist attacks on the world transit system, and to help protect the passengers and workers who use these systems on a daily basis. As evidenced by the train bombings in London and Madrid in recent years, the threats to America's transit systems are real. After the 9․11 aircraft terror in 2001, security problems appear to be every nations and international organizations main pending issue than any other problem and various countermeasures are being prepared. Security is the major issue in international trade, with significant potential costs and economic impact. So, We need to ensure that the supply chain security does not become a new non-tariffs barrier. The aim of this study is to examine the international aviation law on the supply chain security. Also, this paper reviews the supply chain security in Korea, the U. S. and other countries.

지금까지 물류는 육해공을 통해 싸게, 화물 손상 없이, 신속하게 원자재를 공장으로, 상품을 최종 소비자로 보내는 것을 최고의 가치로 삼아 왔다. 물류보안체제의 구축은 국제 테러의 예방에 따른 인명과 재산의 보호라는 본래의 목적과 함께 교역의 촉진도 의도한 것이다. 또한 물류보안사 업은 새로운 관련 기업에 대하여 새로운 시장을 제공하고 있으며, 향후 해당 시장규모가 증대될 전망이다. 이에 따라 주요 선진국과 국제기구들은 물류보안체제를 구축하기 위한 제도를 시행하고 있다. 9․11 테러 이후 우리나라도 공항과 항공의 경우는 2002년 8월에 기존 「항공기 운항안전 법」을 「항공안전 및 보안에 관한 법률」로 전면 개정해서 항공안전 및 보안을 강화하였으며, 동 법률을 지난 2010년 3월 22일에 공포하고 9월 23일 시행하여 항공보안검색을 강화하기 위해 노력하고 있다. 그러나 공항 및 항만에서 세관당국의 노력만으로는 외국으로 수출입 되는 모든 화물들을 효과적으로 관리, 통제하는 것은 한계가 있다. 육상운송에 대한 보안확보가 마련되어 전체 공급사슬에서의 보안확보를 완비해야할 필요가 있다.
