This study analyzed the most recent three years of evaluation methods and evaluation results of Korean National Police Agency. Evaluation was done according to the evaluation plan of Government Performance Evaluation Committee under the Prime Minister's Office.
The scope of the study was limited evaluation period, evaluation category. Evaluation period is the most recent three years that is evaluation framework of government affairs clearly captured in 2009, the new basic plan established in 2010, evaluation indicators changed in 2011.
Evaluation category was limited to the area of a particular assessment that you can look at external evaluation of changes in police activity. Because of the Police have a good evaluation of self-Assessment. Also, particular evaluation of the 39 central government agencies has been carried out with the easy comparison, and particular evaluation is based on the policing strategy.
The method of the study is data analysis of government performance evaluation and
policing, the most recent three-year period from 2009 to 2011. The countermeasures are presented each factor based on the analysis of evaluation results, changes in assessment methods, and assessment factors.
The results of the study, change factors of evaluation are as follows: First, public participation and public information-centric policy, the strengthening of project selection, Second, the agency's evaluation system for enhancing the autonomy and expertise in building, Third, each building and promotion of inter-agency cooperation, linking, Fourth, the social issues involved with the expansion of the policy development, Fifth, the relative rating system including the use of evaluation methods and process evaluation of the emphasis on diversification, Sixth, a duplicate assessment of integration and provide incentives.
Policing strategy presented in this study are as follows: First, the existing system based on the activity of the activation of national activities, Second, plan to build a new system and to promote the image enhancement and off-line impression complaint satisfaction, improving, Third, the police service to reflect the uniqueness of the institutional problem solving, Fourth, substantial inter-agency collaboration between dialogue and communication.

이 연구에서는 국무총리실 정부업무평가위원회의 평가 계획에 따라 실시된 최근 3년간의 경찰청 업무평가 방식 및 평가 결과를 분석하여 그 결과를 토대로 경찰활동의 변화 방안을 제시하고자 하였다.
연구의 범위인 평가 시기와 평가 영역은 다음과 같이 한정하였다. 평가 시기는 정부업무평가의 틀이 명확하게 잡힌 2009년, 새로운 기본계획이 세워진 2010년, 평가지표가 달라진 2011년, 최근 3년간 평가 결과를 대상으로 비교 연구하였다. 평가 영역은 정책 과제의 발굴과 목표 달성에 대해 평가하는 성과관리 차원의 자체평가에서 경찰청은 이미 좋은 평가를 받고 있으므로, 대외적인 경찰 활동의 변화에 대한 평가를 직접적으로 살펴볼 수 있는 특정평가의 영역(핵심과제, 정책관리역량, 정책홍보, 규제개혁, 정책만족도 및 민원만족도)으로 한정하였다. 왜냐하면 특정평가는 39개 중앙행정기관을 대상으로 실시되어 비교가 용이하고, 정책 분야에 대한 평가이므로 향후 경찰 활동의 방향을 제시하는데 있어 기준이 될 수 있는 평가로 볼 수 있기 때문이다.
연구의 방법은 정부업무평가 자료 및 경찰활동 현황에 대한 자료를 분석하여 2009년부터 2011년까지 최근 3년간의 정부업무평가방식 변화 내용과 결과를 토대로 경찰청 평가 결과 및 평가방식 변화 요인을 추출하고, 업무평가 변화 요인별 대응방안을 제시하였다.
연구결과 업무평가의 변화요인으로 첫째, 국민 참여 중심의 정책과제 선정 및 대국민 홍보의 강화, 둘째, 기관의 자율성 및 전문성 제고를 위한 평가제도 구축, 셋째, 각 기관 간 협력 체계 구축 및 홍보의 연계, 넷째, 사회적 이슈가 되는 정책 개발을 통한 참여의 확대, 다섯째, 상대평가제도의 활용 등 평가 방법의 다양화 및 과정 평가 중시, 여섯째, 중복된 평가의 통합 및 유인책의 마련이 검토되었다.
이에 대해 이 연구에서 제시한 경찰활동 방안은 첫째, 기존의 활동 시스템을 토대로 국민활동의 활성화, 둘째, 새로운 시스템 및 홍보 방안을 구축하여 이미지 제고 및 오프라인 상 민원만족도 제고, 셋째, 경찰업무의 특수성을 반영할 수 있도록 제도적 문제 해결, 넷째, 기관 간 실질적인 대화와 소통의 협력체계 구축을 들었다.
