In order to keep up with the rapidly changing needs in today's trading environment, the Korean government has recently announced that it will amend laws and establish systems, which would require a total investment of approximately 4 trillion won for the next five years to build the infrastructure for international trade. The purposes of the proposed amendment to the Export Insurance Act are (1) to include inbound shipment in the risk to be covered under the insurance in addition to the outbound shipment in order to meet the rapid changes in today's trading environment where exporting and importing have become increasingly interrelated, and the economic integration in trade and investment is being accelerated, and (2) to change the name and purpose of the Export Insurance Act and the name of Korea Export Insurance Corporation Korea Export Insurance Corporation to accommodate a broader definition of "Trade" instead of "export only." In addition, the amendment will allow the insurance to cover the risk associated with the transactions for high value-added and next-generation growth businesses including overseas resources development and green growth businesses under the strategic support from the government, and to allow the issuance of bonds or securities to raise adequate funds to strengthen the financial stability of trade insurance.

최근 국제무역 흐름의 변화추세 맞추어, 정부가 향후 5년간 무역인프 라 조성에 약 4조원을 투입, 무역원활화를 위한 법과 제도를 정비한다. 특히 중소기업과 신산업분야의 수출을 지원하기 위해 수출금융과 보험제도가 대폭 개정되며, 이에 지식경제부는 최근 국제무역 흐름상 수출과 수입이 상호 연계되고, 무역과 투자의 융합이 가속화되는 변화추세에 맞추어 에너지 자원 및 원자재 등의 안정적인 수입을 위해 수입보험제도를 등을 도입하는 수출보 험법 일부 개정안법률안을 마련해 지난 9월 16일 입법예고 했다. 금번 “수출보험법 일부개정법 률안”의 개정이유는 최근 국제무역 흐름상 수출과 수입이 상호 연계되고 무역과 투자의 융합이 가속화되는 변화추세에 맞추어 수출보험 담보대상을 수출에서 무역으로 확대하고, 이에 따라 법률 제명, 목적 및 공사 명칭 등을 종전의 수출 중심에서 수출입을 포괄하는 “무역” 개념으로 변경하고자 하는 것이다. 또한, 정부가 정책적으로 육성하는 해외자원확보․녹색성장산업 등 고 부가가치 미래성장산업의 수출산업화 촉진을 위하여 수출보험의 담보대상에 해외자원확보 및 수출기반 조성 효과가 예상되는 거래까지 추가하고자 하는 한편, 무역보험기금의 담보력 강화 및 안정적 기금확보를 도모하기 위해 무역보험기금채권의 발행이 가능토록 하고자 한 것이다. 수출보험에서 무역보험으로 확대 에 따른 수출보험법의 주요개정 내용과 개정이유 살펴보고, 앞으로 외국의 무역보험법에 대한 입법례를 참고하여 더욱 다양한 수입에 따른 위험관리를 대폭적으로 확충하여 무역보험의 개발이 이루어져야 할 것이다.
