The Project for Promoting Regional Strategic Industries(PPRSI), one implementation for an industrial innovative policy started in 2002, has been a power train to tow a sustainable development of regional economies. Thirteen(13) Planning Agencies for Regional Strategic Industries were established at 13 metro-cities and provinces to govern PPRSI at a regional level. As results, investment and support policies for regional industrial development have been diversified, more national projects for regional sakes have been approved, and business-oriented research projects have increased due to strengthened networks of companies, universities, research institutions and government agencies. Accordingly, this paper examined how functions of regional innovative facilitators like Planning Agencies for Regional Strategic Industries affect industrial developments of a region. Specifically, this paper analyzed how such independent variables as functions like i) research planning, ii) evaluation management, iii) building DB, and iv) networking on dependent variables including performances in i) regional economic development, ii) regional industrial growth, iii) innovative capability, and vi) balanced regional growth. It was found that relationships between i) a function of networking and regional economic development, ii) a function of building DB and regional industrial growth, iii) a function of research planning and innovative capability, and iv) a function of building DB and balanced regional growth were statistically significant. Then implications, limitations of the research, and future research areas were further described.

지역에는 기업, 연구기관, 대학, 지역개발기구 등 다양한 혁신주체들이 있다. 2002년부터 시작된 지역전략산업육성사업은 지역산업의 경쟁력 강화와 국가균형발전을 목표로 지역경제의 지속적 성장을 견인하기 위한 혁신적 산업정책의 일환이다. 이 지역전략산업육성사업은 지역혁신 사업을 총괄하기 위한 목적으로 수도권을 제외한 전국 13개 광역 시․도에 지역개발기구라 할 수 있는 전략산업기획단을 설립․운영하였다. 전략산업기획단은 해당 지역의 산업기술에 대한 투자 및 지원 정책을 다양화하고, 지역발전을 위한 산업정책의 기획능력을 강화함으로써 다양한 국책사업의 지역유치, 산․학․연․관 연계를 통한 수요지향의 연구개발 등 의미 있는 변화들을 창출하였다. 본 연구에서는 경북지역의 사례를 들어 지역혁신주체의 하나인 전략산업기획단의 기능이 지역산업발전에 어떤 영향을 미치는지를 혁신주체 관계자의 인식을 바탕으로 분석하였으며, 이를 근거로 차기 지역산업정책의 사업평가를 위한 방향을 제시하였다. 문헌연구를 근거로 연구모형과 검증할 가설들을 도출하였으며, 편의적 샘플링에 근거하여 지역전략산업진흥사업에 대해 잘 알고 있거나 경험이 있는 공무원, 지역혁신 전문가, 교수, 언론인, 협회와 단체의 전문가를 대상으로 설문조사를 시행하였다. 분석결과, 전문가들은 주로 혁신주체의 연계협력기능이 지역경제성장에, DB구축기능이 지역산업성장과 지역균형발전에, 연구기획기능이 지역혁신강화에 각기 유의한 영향을 미치는 것으로 인식하였다. 이어 이러한 분석결과가 갖는 의미와 결론들 그리고 연구의 한계를 기술하였다.
