This study suggested that gambling beyond an activity for a mere pleasure or interest has been causing serious personal and social issues. In particular, recognizing that gambling induces motivation for other crimes, such as murder, theft and fraud, this study aimed to examine the relationship between gambling addiction and crime. To this end, we investigated the current status of gambling addiction and its examples, and then found that gambling addiction has a higher possibility of committing the second crime than other crimes. As measures to prevent the second crime: First, a necessity for strengthening actual punishment was suggested because it has been pointed out that the generous treatment would bring about the second crime; Second,
suggesting that the increased second crime was attributed to the limitation of correctional system, an emphasis was placed on the necessity of invigorating the correctional program by implementing it on a step-by-step and individual basis, depending on the characteristics of the gambling addicts.

이 연구는 단순한 즐거움이나 흥미를 얻기 위한 활동을 넘어서 도박이 개인적, 사회적으로 큰 문제를 일으키고 있음을 제시하였다. 그 중 도박 때문에 살인, 절도, 사기 등과 같은 범죄의 원인이나 동기를 유발하고 있다는 점을 보아, 도박중독과 범죄와의 관련성을 검토하는데 목적을 두었다. 이를 위하여 도박중독의 실태 및 사례를 중심으로 살펴보았으며, 이러한 분석을 토대로 도박중독이 다른 범죄에 비해 재범가능성이 높다는 점을 인지하였다. 따라서 재범을 방지하기 위한 대안으로 첫째, 도박중독자의 관대한 처분으로 인해 재범을 낳는다는 지적으로 도박중독자에 대한 실질적인 처벌을 강화할 필요성을 제기하였다.
둘째, 도박중독자의 재범율이 증가한 것은 교정체계의 한계가 있다는 점을 보여준다. 이에 도박중독자에 대한 교정프로그램을 활성화시켜 도박중독자의 특징에 따라 단계적이고 개별적으로 시행시켜야 함을 강조하였다.
