As the elderly population who use senior welfare facilities is on the rise, the importance of their rights shouldn’t be overlooked in those facilities. An increase in the number of elderly users of senior welfare facilities is likely to result in infringing on their rights in various ways. When there is any case that the rights of a welfare facilities for the Aged user are infringed, counseling is provided after he or she is investigated, and necessary measures are taken and the offender is punished. However, preventing any possible infringement of their rights in advance seems to be more effective at ensuring their rights and promoting their welfare than taking measures after it takes place. To take relief steps in advance, every senior welfare center should introduce the ombudsman system that is currently implemented in part. Just some of senior welfare facilities put this system in operation at present, and it’s required to have discussions on the legalization of this system to step up its successful introduction in every welfare facilities for the Aged. It should carefully be considered to insert a provision of this system in the senior welfare law that deals with senior welfare facilities, or in the social work and social welfare law since senior welfare centers are social welfare facilities. The ombudsman system is expected to provide more opportunities to improve the elderly’s rights and the quality of welfare services and thereby to make a contribution to the promotion of welfare for the elderly in senior welfare facilities.
