Diversification means that members of the values and life-style within the same community are diversified, and globalization means that as close relationships of the world nations, the incident taking place far away has a significant impact on daily life. This change has a significant impact on our political structure and political process. Nowadays, according to social change, democratic process in politics is becoming important, and there have been characteristics of the public of political process, the expansion of political participation, the public opinion, and etc. The needs of those who demand the legislative, in the midst of political realty that is not recognizing the changing direction of our society in recent years, are not reflected or distorted.
