Aim of this paper is to consider social enterprises expected to solve mounting economical and social problems caused by long term stagnation. For better understanding of concepts and typology of social enterprises European and U.S. American type of social enterprises was examined. Study under what is Japanese social enterprise can be presented as follows. 1. Since 2000, the point is; the emphasis on the role of social enterprises, with growing disparity and the increasing economical disparity entailing with income disparity and the poverty rate. In order to deal with such phenomenon, the government highlights the role of social enterprises to overcome the limitation of social services. 2. Social enterprises’ concept was introduced as a mixed form of European and American-oriented types. This concept have got popular with the increasing interest in social enterprises and ,at the same time, social disparity. 3. Japanese government, in order to reduce the fiscal deficit and console the limited social services, emphasizes the role of social enterprises. 4. It’s notable to mention the possibility that social enterprises would be utilized in order to cutback the fiscal deficit and that, all the more for the cut back, the government promotes outsourcing of the social welfare services to such enterprises. As a result, it might hinder qualitative improvement in social services so that it’s presumably difficult to keep both policies; reduction of the financial expenditure and the qualitative improvement in services.

본 연구는 장기침체에 의해 대두되고 있는 사회경제의 문제를 해결하기 위해 기대되고 있는 일본의 사회적 기업에 대한 고찰을 목적으로 한다. 일본의 사회적 기업에 대한 고찰 내용은 다음과 같다. 첫째, 2000년대 이후 사회적 격차가 확대되면서 사회적 기업의 역할이 강조되고 있다. 경제격차가 확대되면 서 소득불평 등도가 크게 상승하고, 빈곤율도 높아지는 심각한 사회문제를 야기하고 있다. 이러한 현상에 대해 정부는 사 회서비스 제공의 한계를 극복하기 위해 사회적 기업의 필요성을 강조하고 있다. 둘째, 사회적 기업의 개념이 미국형과 유럽형의 혼합 형태로 도입되었다는 것이다. 이러한 개념은 2000년대 이후 사회적 격차가 확대되면서 사회적 기업에 대한 관심이 고조되면서 정착되었다. 셋째, 일본 정부는 재정적자를 축소하고, 정부제공의 사회서비스의 한계를 극복하기 위해 사회적 기업의 역 할을 강조하 고 있다. 넷째, 재정적자 축소를 위하여 사회적 기업을 활용할 가능성이 있다는 것이다. 일본정부는 재정적자 축소를 위해 기존 정부가 제공했던 사회적 서비스를 사회적 기업에 아웃소싱 할 가능성도 배제할 수 없다는 것이다. 이는 결과 적으로 사회적 서비스의 질적 향상을 저해할 가능성이 있다는 것이다. 따라서 재정지출 억제와 서비스의 질적 향상에는 상 충관계가 성립되어 양립하기가 곤란하다고 할 수 있다.
