This paper aims at analysing on the Korea government’s policies on building network for overseas Korean second generations in terms of complex network and weak ties based on social network theories. Thus it is to draw the government’s policy alternatives for managing and supporting the networks. Korean government’s policies for building overseas young Korean networks show some limitations such as one-off thing invitation program, lack of follow ship programs for participants, failure in seeking and organizing new members, and over-concentration of network participants from the Americas. In this context, the author insists following measures for improvement of network projects. Firstly, the government should seek to reinforce localization of future generation networks and organically link the older generation Koreans to younger ones as well as Korean government and the next generations abroad. Secondly, as Granovetter supposed, the ‘weak ties’ networks shown among overseas Korean young peoples can play important roles in linking the older Korean societies to mainstreams ones. Thirdly, it is important to build the online networks as a hub of global Korean future generations who closely familar to IT and strengthen each communities based on their own business and interests. Finally, the government is to strengthen the competition powers of future generation in the world through stage by stage approaches and gradually transform the policies to local-oriented.

이 연구는 한국정부의 재외동포 차세대 네트워크 사업의 문제점을 분석하고 네트워크 활성화를 위한 정책적 대안을 제시하는 것이 목적이다. 연구자는 느슨한 연결과 복잡계 네트워크로 대표되는 사회적 네트워크 이론의 관점에서 현재까지 진행된 한국정부의 재외동포 차세대 네트워크 사업의 문제점과 개선방안을 검토한다. 한국정부의 차세대 네트워크사업이 갖는 문제점으로는 초청행사 위주의 프로그램 운영, 참가자 사후관리 등 후속 프로그램의 부재, 신규네트워크 발굴 미흡, 분야·국가별 편중현상, 후속 조직화 미흡등을 지적할 수 있다. 향후 차세대 네트워크의 발전과 확산을 위해서 다음과 같은 개선방안이 필요하다. 첫째, 정부는 유기적인 사업추진이 되도록 하고 현지성을 강화해야 한다. 둘째, 느슨한 연결(weak ties)을 보이는 차세대 네트워크의 유연한 특성을 활용하여 현지한인사회와 주류사회의 연계성을 강화해야 한다. 셋째, 오프라인 대회가 지속적으로 관리되고 활용되기 위해서는 필연적으로 온라인상의 네트워크로 연결되어야 한다. 온라인 매체에 친숙한 차세대의 선호를 반영하여 지역별, 직능별로 온라인 커뮤니티를 확대시켜야 한다. 마지막으로, 차세대 네트워크 발전을 위한 단계별 접근을 통해 차세대의 역량을 강화하고, 궁극적으로 차세대 사업을 현지화 하는 방향으로 전환해야 한다.
