The “decision made by the Chinese Communist Party’s Central Committee regarding several critical issues on deepening cultural system reforms and on encouraging the extensive development and prosperity of socialist culture,” which was announced on October 18, 2011 during the sixth plenary session of the CCP’s 17th Central Committee, could bring an opportunity to develop cultural projects and industries in the Korean Chinese community in Northeast China including the Yanbian Korean Autonomous Prefecture. Since 2007, Yanbian has successfully reformed its cultural system. For example, it established the Center for Periodicals of the People of Yanbian to publish the prefecture’s nine periodicals in one place. It also consolidated the Yanbian Dance Company and the Yanbian Drama Company, and opened China Yanbian Satellite TV. In addition, it expanded public cultural service institutions while actively popularizing cultural activities. Moreover, the prefecture registered a great number of intangible cultural heritages. Meanwhile, Chang An-sun, party chief of Yanbian, visited Yanbian Prefecture Museum, Prefecture Newspaper, Yanbian People’s Publishing Company, Yanbian Dance Company, Yanbian Public Arts and Culture Center and Prefecture Radio, Movie and Television Station. Mr. Chang visited these institutions to encourage them to maximize the development of ethnic Koreans’ folk culture, which is particularly distinct in Yanbian, and to ceaselessly strengthen the influence of Yanbian culture, so that they can take the lead in the extensive development and prosperity of socialist culture. The Korean Chinese community, an ethnic minority in Northeast China, currently runs its own Center for Ethnic Culture. In this context, the community should actively make use of the Chinese government’s cultural policy to take this opportunity of developing its ethnic culture. It is thus time for the Korean Chinese community’s Center for Ethnic Culture to go beyond just conducting cultural projects to influence cultural industries. Accomplishing this mission will require Korea’s cultural foundations, its cultural centers and its universities’ cultural content departments or institutes to actively cooperate with the Korean Chinese community’s Center for Ethnic Culture in Northeast China.

2011년 10월18일 중국공산당 제17기 중앙위원회 제6차 전원회의가 발표한 ｢문화체제개혁을 심화하고 사회주의 문화 대발전과 대번영을 추진할 약간의 중대한 문제에 관한 중공중앙의 결정｣은 연변조선족자치주를 비롯한 동북 조선족사회에 문화사업과 문화산업을 발전시킬 수 있는 기회가 될 수 있다. 연변사회는 이미 2007년부터 주내 9개의 정기간행물의 ‘연변민족정기간행물센터’로 통합, 연변가무단과 연변연극단의 합병, 연변위성 TV 개국, 기층공공문화 서비스기관의 확대, 활발한 문화하향 활동의 전개, 많은 무형문화재의 등록 등 문화체제 개혁을 성공적으로 추진해왔다. 그러나 연변주 당서기 장안순은 연변주박물관, 주신문출판국, 연변인민출판사, 연변가무단, 연변군중문화예술관, 주라디오영화텔레비죤방송국 등을 찾아 연변주가 특색이 선명한 중국조선족 민속문화를 최대한 발전시키고 연변문화의 영향력을 부단히 제고하여 사회주의 문화의 대발전과 대번영을 힘써 추동해야한다고 강조했다. 동북의 소수민족으로서 민족문화관을 운영하고 있는 조선족사회는 중국정부의 문화정책을 적극 활용하여 민족문화발전의 기회를 삼아야 하는데, 조선족문화관이 문화사업을 넘어 문화산업까지 아우를 수 있어야 할 시점이다. 이를 위해서 한국의 문화재단, 문화원, 대학의 문화콘텐츠학과/연구소 등이 동북의 조선족문화관과 적극 협력관계를 구축할 필요가 있을 것이다.
