This article focuses on changing of minority policy of the Chinese Communist Party(CCP) and distinctiveness of Korean Chinese problem until mid of 1950s to discuss the CCP’s Korean Chinese Policy. This article divides national policy of the CCP into three parts – era of “ethnic self-determination theory”(1921-1937), era of changing from “ethnic self-determination theory” to ethnic autonomy theory(1937-1945) and era of forming and establishing system of ethnic autonomous areas(1945-1956) – and examine how Korean Chinese Policy was changed. It can be confirmed that the CCP’s Korean Chinese Policy was basically developed in accordance with changing of the CCP national policy as mentioned earlier. Moreover, this article arranges generality of CCP’s Korean Chinese Policy and distinguishes CCP’s Policy to the problems, which only exist around Korean Chinese, such as “Korean Chinese’s nationality and country”, “Korean Chinese communist and armed forces” and “Korean Chinese’s country view”. After looking at the policy of the CCP as mentioned above, this article concludes that the general flow of CCP’s Korean Chinese Policy can be understood by mixing the two factors “creation of Korean Chinese as minority” and “establishing the United Front and securing based on public in anti-Japan War and civil war with the Kuomintang party” Finally, this article suggests that it is necessary to distinguish between the central of CCP’s Policy and the local of CCP’s Policy in studying the Korean Chinese Policy of CCP. There are many ambiguities in the Korean Chinese Policy, for example how central CCP and local CCP make a decision in reality, because lots of CCP’s documents are not unveiled till now. So, many problems should be solved in future in this field.

이 논문은 1950년대 중반까지 중국공산당의 소수민족정책의 변화와 조선족문제의 특수성을 중심으로 중국공산당의 조선족정책에 대하여 논의한 글이다. 중국공산당의 민족정책을 “민족자결론”의 시기(1921∼1937), “민족자결론”에서 “민족자치론”으로 변화하는 시기(1937∼1945), “민족구역자치제도”의 형성과 확립의 시기(1945∼1956)로 구분하고 그 속에서 조선족정책이 어떻게 변화했는지 살펴보았다. 우선, 중국공산당의 조선족정책은 기본적으로 위의 중국공산당 민족정책의 변화에 따라 발전해 온 점이 확인된다. 한편, 중국공산당의 소수민족정책 일반과 별도로 조선족 특유의 문제에 관한 중국공산당의 정책에 대해 “조선족의 국적과 조국”, “조선족 공산당원과 무장세력”, “조선족의 조국관” 등으로 구분하여 정리하였다. 조선족의 특수성에 따른 이런 문제에 대한 중국공산당 정책들을 검토한 후, 논문 “소수민족으로서의 조선족의 생성(生成)”과 “항일전쟁, 국민당과의 내전에서 연합통일전선 구축 및 민중기반 확보” 등 2가지 요소의 교착(交錯)으로 중국공산당의 조선족정책의 큰 흐름을 이해할 수 있다고 하였다. 중국공산당의 조선족정책을 검토함에 있어 특히 중국공산당중앙의 정책과 만주성위등 지방 공산당조직의 정책을 구별해서 살펴봐야 하는 필요성을 제기하였다. 다만, 많은 중국공산당 문헌들이 아직 공개되지 않아 조선족정책이 실제로 중국공산당 중앙과 지방조직 사이에서 어떻게 결정되었는지 등에 관해서는 명확하지 않은 부분이 많고, 이에 대한 연구는 향후의 과제로 남는다.
