The purpose of this study is to take a look at what’s going on in theory and practice of korean multicultural education and to think about another way of multicultural education which the korean society’s asking for. For this purpose, this paper discussed characteristics of the korean multicultural society and implications of korean specific multicultural understandings. Second, it analyzed the korean ongoing practice of multicultural education, which is strongly focusing on the minority problem in families of mixed marriages and schools. Finally, it suggested the alternative scheme on the perspectives of multicultural education. In recent years, the korean interest in multicultural education has grown. But korean schools are suffering from the inconsistency between the abundance of theories and methods, and the poverty of contents. Many teachers assume that multicultural education for school means developing strategies to help students of mixed marriages who are experiencing academic problems. If the multicultural education in Korea aims to prepare students to learn about inequity and to act for the betterment of life for all who live in Korea, it should be fit to affirm democratic principles, to accept the cultural diversities, and to abolish the discrimination of all kinds among ethnic groups in the nation. This study propose a new direction of multicultural education, based on “The spirit of 1948” which means the idea of both the Constitution of Republic of Korean born in 1948 and the Declaration of Human Rights of 1948. This spirit offers the theoretical foundation and the basic prerequisite which will lead korean multicultural education to find another possibilities to explore the multicultural society without discrimination between ‘us’ and ‘them’.

이 글은 우리 사회의 다문화 현상에 대한 인식의 혼란과 현행 다문화 교육의 문제점을 분석하고, 그것을 토대로 다문화 교육의 새로운 방향을 탐색하기 위한 것이다. 이를 위해 첫째, 문화적 현상에 대한 긍정적 수용과 인간적 현상에 대한 배타적 차별이라는 이분법적 양상을 보이는 우리나라 다문화 인식의 특수성을 살펴보았다. 둘째, 우리나라 다문화 교육의 현실을 진단하기 위해 소수자 중심의 사회적응 교육이 시행되는 실태와 문제점을 파악하였다. ‘교실 안의 다문화 교육’과 ‘책 속의 다문화 교육’의 대비는 이론과 실제에서 불일치를 겪는 우리나라 다문화 교육의 현실을 보여준다. 셋째, 현재 진행되는 다문화 교육연구가 어떤 방향과 내용인가를 비판적으로 분석하여, 그 가능성과 한계를 알아보았다. 다문화 교육이 교육방법의 풍요와 교육내용의 빈곤이라는 불균형에 직면한 원인을 찾고, 그것을 해결하기 위한 이론적 토대를 제시하였다. 우리의 다문화 교육이 민주주의 이념을 확인하고, 차이를 인정하며, 타자에 대한 차별을 없애는 교육이 되려면 지금까지와는 다른 인식론적 토대와 이것이 실천될 수 있는 새로운 사회 운영체계가 필요하다. 이글에서는 한국인의 폐쇄적인 정체성 담론을 교정할 수 있는 대안으로 대한민국의 건국이념을 상징하는 “1948년 정신”에 근거한 다문화 교육을 제안한다. “1948년 정신”은 대한민국을 ‘민주주의 공화국’으로 선포한 1948년 헌법 정신과 1948년 선포된 ‘세계 인권선언’ 정신을 의미한다. 우리나라 다문화 교육의 지향점이 ‘우리’와 ‘그들’ 사이에 차별이 없는 사회를 만드는 것이라면, 그런 사회의 기본 전제와 형식은 이미 우리 안에 있었다. 이제 남은 것은 우리는 누구이고 우리나라는 어떤 나라인가를 새롭게 인식하고, 그것이 우리의 일상에서 삶의 지표가 될 수 있게 만드는 교육내용을 설계하여 적용하는 것이다.
