132 universities locate at the Ulaanbaartar City and their faculties and students live around universities. Due to too much faculties and students, securities problem, lack of housing, and traffic jam occur in the Ulaanbarrtar City. In order to solve these problem, Mogolia Government has planned to move the national universities outside of Ulaanbaartar City. One of the sites locate at adjacent Genghis Khan International Airport. Also Mongolia Government attract investment for the development of this site. The aims of this study are to suggest the business process structure for the Korean Government Owned Corporations and private companies in order to participate the construction plan of university campus in the site loacting at adjacent Genghis Khan International Airport. To accomplish the study purposes, construction plan of university campus was overviewed and the laws related to university campus construction plan were examined. Based on the contents of related laws, Two business process structures were suggested and forecasted problems were mentioned. But the precise studies for financial feasibilities and business process structures are required. For these, it is necessary to study for general situations of industries, economic trends, urban development system and foreign investment systems. And the mid-term and long term development plan of Ulaabaatar City, the trends of real estate market, the price trends of the rights of land posess and the land use, sale price for apartment and office in Ulaanbaartar City have to be surveyed and analyzed. Because limitations of data collection and time, I could not analyzed for financial feasibilities in this study. It's the limitation of this study.

몽골 울란바타르시는 132개교의 12만 4천명에 달하는 재학생 및 교원들이 인근지역에 거주하고 있으며 이로 인해 치안불안, 주거부족 및 교통체증 등의 문제가 발생하고 있다. 몽골정부는 이 문제를 해결하기 위해 울란바타르시 외곽 3곳(남부,서부,북서부)으로 국립대학을 이전할 계획을 수립하였다. 그 중 하나가 남쪽 14.6km지점인 징기스칸 국제공항 연접 30ha(약 30만평)에 달하는 대학이전 예정부지다. 몽골정부는 대학촌 건설을 위한 재원부족으로 해외 투자유치를 적극 추진하고 있고 대한민국의 정부기업 및 민간기업들을 대상으로 적극적인 투자유치활동을 하고 있다. 본 연구에서는 대학촌 건설계획을 개략적으로 살펴본 후 사업 추진에 필요한 법적사항으로 대학촌 개발관련 법률에 대한 내용을 검토하였다. 이를 토대로 대한민국 기업(공기업, 민간기업)이 사업에 참여하는 2가지 구조(몽골정부․대한민국 기업 합작법인 설립, 부지조성 후 토지 사용권 및 사용권 분양 구조, 몽골정부․대한민국기업 합작법인 설립, 부지조성 및 건물건축 후분양하는 구조)를 제시하였고 예상되는 문제점도 언급하였다. 그러나 구체적인 사업 참여를 위해서는 정밀한 사업타당성 분석과 사업추진방식에 대한 검토가 필요하다. 이를 위해서는 몽골의 전반적인 인문, 산업, 경제현황과 도시개발 제도, 외국인 투자환경에 대한 심층분석이 필요하다. 또 울란바타르시의 중장기 도시발전계획, 토지 보유권과 사용권 거래시장 동향, 아파트 및 상업용부동산의 분양가와 거래가격 동향에 대한 면밀한 분석을 기초로 재무적 사업타당성분석이 필요하다. 그러나 자료수집의 한계, 시간적 제약 등으로 이부분을 검토하지 못한 것이 본 연구의 중요한 한계점이다. 이는 추후 연구 과제로 남긴다.
