Ministry of Agriculture and Forestry announced the adoption of the rating system. The purpose of this research is to lay down the foundation for the adoption of the evaluation guideline that enables cooperation to ensure successful adoption of the rating system by identifying the key challenges ahead face by the business related to the tourism of the agricultural and fishery towns on the realistic level by leveraging the process that entails confirming the opinions of the suppliers. The results of the analysis demonstrate that 30.4% of the respondents replied that the timing is too premature or that the adoption of the rating system may not be appropriate even when there is a need to carry out evaluations. These results seem to indicate that there may significant confrontation between the businesses that engage in tourism of the agricultural and fishery towns and the implementation government offices when it comes to the adoption of the rating system going forth. To ensure effective implementation, implementation organization and related government offices may need to set up clearer direction and to persuade concerned parties. As for the most important services for the tourism of the agricultural and fishery towns, most of the respondents selected the experience at the agricultural and fishery towns, sceneries at the agricultural and fishery towns and mental relaxation. As for the difficulties expected when adopting the rating system, they cited difficulty in developing objective indices, problems resulting from standardized evaluation, and difficulty in conducting objective evaluation. The government has to be cautious when developing the evaluation guidelines for the rating system and when carrying out evaluation and it has to present clear back-up data. Only then, it may be able to avoid conflict against the businesses offering tourism of the agricultural and fishery towns.

농림수산식품부는 농어촌관광의 활성화를 위해 농어촌체험·휴양마을, 관광농원, 농어촌민박에 대해 시설·프로그램·서비스 수준 등의 품질을 평가하여 등급을 부여하는 등급제 도입을 발표했다. 등급제 평가기준을 설정함에 있어 평가등급을 받아들이고 이끌어 가야할 공급자, 즉 농어촌관광사업 관련 대표자들의 의견을 확인하는 선행과정을 통해, 현실적으로 농어촌관광사업의 등급제 도입에서 당면하는 과제가 무엇이며, 성공적인 등급제 도입을 위해 협력가능한 평가지침을 도입하기 위한 토대를 마련하고자 하는 것이 본 연구의 목적이다. 분석결과, 등급제 도입에 대해 시기상조라고 생각하거나 평가는 실시하되 등급제 도입은 아직 적절치 않다는 답변이 30% 이상으로 나타나, 앞으로 등급제 도입에 있어 농어촌관광 사업자와 시행기관 사이에서 적지 않은 갈등이 발생할 것이라는 예측이 가능하다. 효과적인 시행을 위해서는 시행기관과 관련 부처의 더욱 명확한 방향성 선정과 설득이 필요할 것으로 보인다. 등급제 시행에서 부딪힐 어려움으로는 객관적 지표개발의 어려움, 획일적 평가의 문제점, 객관적인 평가의 어려움과 같은 항목들을 지적하고 있어,정부는 등급제의 평가지침 개발과 평가에 있어 더욱 신중을 기하고 명확한 근거를 제시하여야만 농어촌관광 사업자들과의 갈등을 피해갈 수 있을 것으로 보인다. 추후 연구에서는 현재 활발하게 운영 중인 농어촌관광마을 현장에서 운영자그룹 및 소비자그룹 모두를 대상으로 한 연구를 통하여 두 그룹간의 의견 차와 공통적으로 요구하는 평가항목 등을 파악하여 농어촌관광사업 등급제 도입을 위한 구체적인 지침의 탐색이 요구된다.
