Environmental condition for corrections is changing rapidly due to the development of modern society. Among those, systematic and scientific approaches for corrections are needed than ever before. These changes bring the need of transformation for the newly developed organization to the correctional institutions. Professionalization of correctional officers is directed to the development of correctional organization, and based on this presumption, it is needed to consider the developed education programs for correctional officers in USA. Correctional system in USA is known as the developed one throughout the world, therefore, exploring the newly changed education programs for correctional officers and providing suggestions would be meaningful. Educational training programs for correctional officers in USA have two purposes: obtaining knowledge and skill for correctional service and building up attitude and values which are apt for correctional officers. In addition, training programs are designed on classification of their duties. Comparing to Korea, educational training programs have adequate training time for field training. Also, the American Correction Association issues professional certification for those who meet the requirements. The ACA seeks the professionalism of correctional officers by the certification. And the National Institute for Academy and the National Correction Academy handle the educational training and specialized courses for correctional officers in federal level. Last but not the least, considering prison as a very special environment, special mental health training is also included in educational training programs. To bring these transformation, training for correctional officers is considered as the best way for changing system. Extension of education programs for cultivating personality and ethics for correctional officers, and application of total quality management to educational training programs are examples of these efforts.

최근 사회가 급속히 발전됨에 따라 교정환경도 서비스 질의 향상, 수용자에 대한 체계적인 교정교화 프로그램운용으로 정서안정과 자율적 심성훈화를 도모하는 등 획기적인 변화를 통한 수용자들의 사회복귀 역량을 키우고자 노력하고 있다. 이러한 교정환경의 변화는 교정조직의 새로운 변화를 요구하고 있으며, 이러한 변화는 새로운 능력과 자세를 갖춘 교정인 양성이 필수적이다. 따라서 기존의 교정공무원 양성체계와 차별화되는 교정공무원 전문인력 양성체계에 대한 검토가 요구되고 있다. 교정인력의 전문화가 효과적인 교정의 전제조건이기 때문이다. 이를 위하여 이 연구에서는 교정선진국인 미국의 교정조직 및 교육훈련 현황 등을 살펴보고자 하였다. 교정공무원의 전문화가 일차적으로 교정공무원의 교육훈련을 통하여 이루어지기 때문에 교정선진국인 미국의 사례를 고찰하였다. 미국의 경우, 교정공무원의 교육훈련은 교정직무를 구분하여 이에 필요한 지식과 기술의 습득뿐만 아니라 가치관과 태도의 형성에 초점을 맞추고 있다. 또한 현장실무교육시간을 확보하고 있는 차이점이 있었다. 또한 1990년대 말부터 미 교정협회에서는 교정공무원 전문자격증을 발간함으로써 직무교육의 전문화를 추구하고 있다. 그리고 미 연방교정국 내 국립교정아카데미를 설립하여 연방 단위의 교정공무원 교육훈련과 직무전문교육을 담당케 하고 있다. 마지막으로 교도소라는 특수환경에서 발생할 수 있는 교도관의 지위 악용 방지 및 교정사고 예방을 위하여 인성교육이 중요한 교육훈련 과정 중 하나이며, 특수훈련 또한 병행하는 경우도 있는 것으로 나타났다. 이러한 시사점들을 종합하여, 신규교육훈련기간의 연장 및 적절한 실무교육 확보의 필요성, 교정공무원 훈련전담 전문교육기관의 신설과 교정공무원 전문자격증 제도, 그리고 인성 및 윤리교육 프로그램의 확대를 개선방안으로 제시하였다.
