Not so infrequently, unfortunately, the impact of either a man-made or natural disaster is compounded by the fact that policy makers have neither prepared themselves or the public to respond appropriately to a disaster once the tragedy has struck. The change of new social structure, which is represented by aging and new technology, makes emergency and its spread effect be displayed in different way and it is expected that they will be more diversified and complicated so the importance of national emergency management system is emphasized. Therefore, systematic study and policy about emergency management are more important than any time. Emergency management is the discipline and profession of applying science, technology, planning, and management. When the primary function of government is to protect lives and property of citizens, emergency management should be included in the mainstream of public administration and many hazard counter-measures should be carried out for that purpose. The purpose of this study is to examine the current status of U. K. and Germany emergency management system of local government and to suggest effective means for Korea. The findings of this study is as follows. The emergency management process is divided into four fields to aid in identification of the processes. The four fields normally deal with risk reduction, preparing resources to respond to the hazard, responding to the actual damage caused by the hazard and limiting further damage (e. g., emergency evacuation, quarantine, mass decontamination, etc.), and returning as close as possible to the state before the hazard incident. The field occurs in both the public and private sector, sharing the same processes, but with different focuses. Effective Emergency Management relies on a thorough integration of emergency plans at all levels of the organization, and an understanding that the lowest levels of the organization are responsible for managing the emergency and getting additional resources and assistance from the upper levels. The disaster management system of local government needs the private-public partnership. And, disaster relief personnel need continuous training and must keep fully apprised of all possible hazard effects, understand how these effects can affect their operations. Business and industry officials and planners also need to be educated on the full range of potential hazards, their economic implications, and emergency preparedness principles. For this purpose, in order for local government to be able to prevent and respond actively to hazards, it is essential to enhance specialization of local employees. Such an improvement for the specialization of local disaster management employee should contain the following items ; reinforcement and appropriateness of disaster education program, the establishment of national institute for hazard prevention research, activation of overseas training, the prevention of frequent personnel changes for specialization and continuity.

이 연구의 목적은 재난 및 위기관리의 선진국 중 시스템이 우수하면서도 한국에서 비교적 연구가 미진한 유럽국가인 영국과 독일의 지방자치단체의 위기관리 시스템의 비교 분석을 통하여 우리나라에의 시사점을 도출하는 것이다. 영국과 독일의 지방자치단체 위기관리 시스템을 압축적으로 설명하면 다음과 같다. 먼저, 영국 재난관리시스템의 가장 큰 장점은 그 체계성을 들 수 있었다. 즉 재난관리에 있어 위험관리 방법론 표준을 활용하고, 이를 국가 전략적 차원에서 활용하는 선진적 시스템을 구축하고 있다는 점을 알 수 있었다. 또한, 독일의 위기관리 시스템의 가장 큰 특징으로 위기관리가 ‘시민안전보장’에서 ‘시민보호’로 변화하고 있다는 점이다. 아울러, 재난안전사무는 기본적으로 기초자치단체가 수행하는 국가위임사무라는 점이다. 따라서 우리나라 재난관리 시스템을 효과적으로 개선하기 위해서는 영국 재난관리시스템의 가장 큰 장점으로 꼽히는 체계성을 도입하여, 위험관리 방법론 표준을 활용하는 것이 필요하다. 그리고 우리나라도 독일과 같이 ‘시민보호’ 개념을 도입하고, 재난안전사무에 대한 국가의 책무를 강화하는 것이 필요할 것이다. 우리나라 지방자치단체의 효율적인 재난관리 시스템을 구축하기 위해서는 지방자치단체 차원에서도 부서 간 임무와 역할에 대해 명확한 정의 수립이 필요하고, 재난현장 대응자의 입장에서 지침 마련이 필요하며, 아울러 재난담당 공무원에 대한 사기진작과 적절한 교육훈련이 필요하다. 또한, 지방자치단체 재난대응 시스템을 효율적으로 운영하기 위해서는 무엇보다도 재난관리 서비스 제공에 필요한 예산의 충분성이 확보되어야 한다. 아울러, 합동대응을 위한 대응자원의 통합적 관리체계 구축이 필요하다. 이밖에도 재난 대응 사례의 평가를 통한 피드백을 상시 실시하여, 교훈을 얻는 자세가 필요할 것이다.
