In order to respond various demands from regional communities, cooperative groups are playing more important roles in local police. Cooperative groups co-produce policing activities with local polices. However, the concept of cooperative group in local police still remains ambiguous. This makes it difficult to study activities of cooperative groups in local police. So, this study clarifies the concept of cooperative group in local police and searches for it's effective utilization. For this end, the study tries to organize a new typology of cooperative groups using a Delphi technique. The technique is a useful tool to collect and sum up experts' ideas with limited research resources such as time and funds. According to the study, cooperative groups are divided into 6 categories such as composition criteria, purposes, contribution, specialties, functions and aggressiveness of their activities. Based on the new typology, the study proposed situational alternatives to enhance the effectiveness of cooperative groups in local police.

이 연구는 지역경찰에서 협력단체의 명확한 개념정의, 유형화, 활성화 방안을 모색하는데 연구의 목적을 둔다. 지역경찰에서 협력단체의 활동이 비정형적으로 다양하게 이루어지고 있으므로 이를 경험적으로 분류하기에는 한계가 있다. 이를 극복하고 연구의 목적을 달성하기 위하여 경찰경력이 많은 고위 경찰관들을 중심으로 델파이기법(The Delphi Technique)을 활용하여 협력단체의 새로운 유형화를 시도하였다. 이 델파이 기법은 공개적인 논의로 소요되는 시간과 노력의 낭비를 줄일 수 있으며, 익명성이 보장될 수 있고, 설문응답이 독립적이므로 자유롭고 솔직한 전문가의 의견을 들을 수 있다는 장점을 갖고 있다. 실무경험과 새로운 유형화를 통해 얻어진 협력단체에 관해 연구한 결과를 종합하면, 협력단체는 협력단체의 구성근거별, 활동목적별, 기여방법별, 전문지식 여부별, 활동의 적극성 여부별, 경찰소관기능별 6가지 유형으로 분류할 수 있었고 그 유형에 따라 경찰과 지역주민 등이 협력하여 치안유지의 한 축으로서 활동하고 있음을 알 수 있었다. 지역경찰에서 협력단체를 어떻게 하면 더 발전된 방향으로 운영할까 하는 부분이 과제이다. 협력단체의 효율적인 운영을 강구하기 위한 기틀을 마련했다는 점에서 새로운 유형별 분류가 시사점이 크다고 할 것이다.
