The aim of this study is to analyze the causes of the network system of the public and private sections that cannot be cooperated in implementation process of disaster relief. For this objective, this study selects the concepts of policy actors, their relationships, and their interactions which are useful in analyzing policy networks. It focuses on the interaction among concerned actors of disaster relief policy. The summarized analysis of the case study is as follow. To improve disaster management system, the government established recently the NEMA. Nevertheless, disaster relief has not been turned out as successful. The Relations of the public and private sections are transformed into the interdependence by the NEMA. In actuality, however, it depends on power relations by central government. In damaged district by Typhoon, relief activity is accomplished public-private partnership. Yet decision-making and implementation of disaster relief have not been turned out as complementarily. For more effective implementation to disaster relief, however, it is necessary to strengthen public-private partnership rather than central management system.

본 연구는 재해구호 정책네트워크에 있어서 참여자간의 상호작용, 특히, 참여자간의 상호의존성에 초점을 두고, 재해구호정책의 집행에 있어서 공공부문과 민간부문의 네트워크 체계가 성공적인 협력관계를 보이지 못하는 원인을 규명하여 개선방안을 제시하는데 있다. 재해구호정책은 재난 발생 이후 재난대응 과정에서 재난복구 과정에 걸쳐 공공부문과 민간부문의 다양한 주체들이 참여하여 재난 현장을 중심으로 신속하고 효과적인 지원이 강조되는 부분이다. 이는 재해구호의 효율성뿐만 아니라 재난 피해를 입은 주민들에 대한 효과적인 지원을 위해서도 중요한 의미를 갖는다. 따라서 재해구호 정책네트워크 내에서 공공부문과 민간부문의 협력은 무엇보다도 피해자인 이재민을 대상으로 신속하고 필요한 구호가 이루어져야 한다. 이에 따라 각 참여자는 조직의 역량 및 특성을 고려한 역할분담과 함께 실제 피해지역에서의 상황에 능동적으로 대처할 수 있도록 의사결정에서 집행기능의 수행까지 수평적 협력관계를 유지하는 것이 요구되며 네트워크 또한 이러한 차원에서 관리되는 것이 요구된다.
