This paper has organized the Ilsimgyo [One spirit religion], the secret fraternity of Chowol Baek who was the Buddhist monk unfolding the anti-Japan movement in the Japanese ruling period. Chowol Baek had unfolded fierce anti-Japan campaign from the March 1st Movement until he died in the prison in 1944. However, his achievement, independence movement detail, and character have not been known well Such an achievement of Chowol Baek attracted the attention of mass media when his independence movement materials including Taegeuk flag [Korean national flag] that had been used in the March 1st Movement were discovered in the Jingwansa Temple in 2009. It has been verified that Chowol Baek was the Buddhist monk who had unfolded the anti-Japan campaign actively next to Yongseong Baek and Yongwun Han. The author has organized the whole aspect of Ilsimgyo in this paper, which is the secret fraternity that was used by Chowol Baek to unfold the anti-Japan movement for about 20 years. Chowol Baek noticed the Ilsim in the Hwaeumgyeong [one Buddhism Sutra], and thought that it could be utilized for the independence movement. He recognized the necessity of secret fraternity while propelling the independence movement of the central level of Buddhism world right after the March 1st Movement. He founded the Ilsimgyo, therefore, opened the office in the propagation center of Jingwansa Temple, established the general principles, expanded the fraternity, unfolded the recruit of death-defying corps, and so on. However, the whole figure of Ilsimgyo was disclosed as it was revealed to the Japanese government that he had led the scribbling incident inspiring the racial consciousness on the military train bound for Manchuria in 1939. About 80 persons related to the Ilsimgyo were arrested, and three of them were killed by torture. Chowol Baek also was captured and died while being arrested in the Cheongju Prison. The anti-Japan movement of Chowol Baek and the details related to Ilsimgyo have been organized, but it is necessary to enlist it in the Buddhist independence movement history and to collect the relevant data and testimony.

본 고찰은 일제하 항일운동을 전개한 승려인 백초월의 비밀결사체인 一心敎를 정리한 논고이다. 백초월은 3.1운동부터 1944년 옥중 순국할 때까지 치열한 항일 투쟁을 전개하였다. 그러나 그의 행적, 독립운동 내용 및 성격 등에 대해서는 알려지지 않았다. 이와 같은 백초월의 행적은 2009년 진관사에서 백초월이 만세운동 당시 활용한 태극기를 비롯한 독립운동 자료가 대거 발견되어 언론에 큰 주목을 받았다. 백초월은 백용성, 한용운에 버금가는 항일투쟁을 전개한 승려임이 확인되었다. 본고에서 필자는 백초월이 20여 년간 항일투쟁을 전개하면서 활용한 비밀결사체인 일심교에 대한 전모를 정리하였다. 백초월은 1918년 화엄경에서 일심을 착안하여, 독립운동에 활용할 수 있다고 보았다. 그는 3․1운동 직후 불교계 중앙 차원의 독립운동을 추동하면서 비밀결사체의 필요성을 인식하였다. 그래서 일심교를 창설하고 진관사 포교소에 사무소 개설, 강령 제정, 결사체의 확대, 결사대원의 모집 등을 전개하였다. 그러나 1939년 만주로 가는 군용열차에 민족의식을 고취하는 낙서사건을 주도한 것이 일제에 발각되어 일심교의 전모가 드러났다. 일심교에 관련된 80여명이 체포되고, 3명은 고문으로 순국하였다. 백초월도 체포되어 청주교도소에 수감 중 순국하였다. 백초월의 항일운동과 일심교의 관련 내용을 정리하였지만 추후에는 이 내용을 불교독립운동사에 편입시키고, 그 관련 자료 및 증언을 수집할 필요성이 있다.
