When parents nurture their children, their right of education and protection has to be guaranteed. Following the Convention on the Rights of Children, parents have to get educational advice through the youth department. In rural areas, regional care centers take care of exposed children. Their task is to render assistance to the parents, for keeping the families together. To reach welfare of children, the first essential step belongs to the state. The state has to accomplish concrete supporting measures for the families through its legislation. A legal basis must be built for manifesting parent education. This coverage makes the parents able to secure the educational opportunities for themselves and for their children. In this study, twelve children have been interviewed about their family life. The data is analyzed by the grounded theory. Mostly, the parents are unable to cope issues like custody and caring. Due to the dissolution many of them become depressive, violent or alcoholic. Often, the parents are helpless and without prospects. A term of children’s welfare is suggested and the importance of educating the parents in terms of lifelong learning is underline

본 연구의 목적은 농촌의 지역아동센터를 이용하는 아동의 행복이 위협되는 맥락을 파악하고 위협의 내용을 분석하여 아동의 행복 보호를 위하여 아동지원뿐만 아니라 부모 교육의 필요성을 밝히는데 있다. 연구 자료는 농촌 지역아동센터를 이용하는 12명의 아동과 가정생활을 면담하고 추가로 이들의 일상생활에 관한 추가 정보를 실무자로 부터 수집하였다. 수집된 자료는 근거이론에 의하여 분석하였으며, 아동이 방임되는 것과 양육권의 남용 그리고 부모의 무지에 의한 양육부재라는 결과를 도출하였다. 이것은 가정이 해체되고 실직 및 저소득으로 보호자들은 자녀 양육에 큰 부담을 갖게 되고, 현재의 삶의 상태는 우울 성향을 소지하도록 하여 알코올 및 게임중독 등으로 정신 건강이 위태로워지는 것으로 나타났다. 또한 가장들은 부부관계 및 자녀와의 갈등을 폭력으로 해결하여 문제해결능력이 부족하며 자녀 교육 및 양육 자원을 소지하지 못한 것으로 나타났다.「유엔 아동의 권리에 관한 협약」에 명시된 아동의 기본권 보호를 위해 국가는 아동의 권리가 부모에게 귀속될 수 없거나 부모에 의해 지배될 수 없는 권리임을 인정하고 부모의 양육권을 감독하여 아동의 행복(Wohl)을 보호해야 한다. 아동의 행복 보호는 아동지원 뿐만 아니라 부모교육이 필수적으로 함께 지원될 때 가능해 질 것이다.
