It is required to establish the scientific and systematic Care Management System with the emphasis on professionalism and efficiency in social welfare environment from an introduction of the Long Term Care Insurance. Especially, it is true in reality that there appear some problems such as inefficient service delivery and service quality deterioration due to lack of the Care Management System related to target needs assessment, monitoring and service evaluation. One purpose of this study is to analyze and consider the Care Evaluation and Monitoring System in Japan which has initiated the Long Term Care Insurance prior to Korea and has been operating systematically the Care Management System. And another purpose is to introduce and review the Care Monitoring Information System designed and developed by the economics department in Tohoku University Postgraduate School in Japan This review implies that it can be improved to manage the quality by separating the quality evaluation of Care from that of Care Service in monitoring Care Management. Also, an introduction and utilization of Monitoring Information System in a broad sense made it possible to present an objective and inclusive assessment tool to guarantee an accessibility and an availability to service for users of it. There should be discussion about developing the Information System to organize well and specialize Care Service in Korea through sharing and accumulating the contents of service, on the basis of this review on Care Management Monitoring System in Japan.

노인장기요양보험제도 도입으로 인해 사회복지환경에 있어 전문성과 효율성이 강조되면서 과학적이고 체계적인 케어매니지먼트 시스템 확립이 요구되어지고 있다. 특히 대상자 욕구사정, 모니터링 및 서비스 평가와 관련된 케어매니지먼트 시스템의 미비로 서비스 전달의 효율성 문제와 서비스의 질적 저하와 같은 문제점이 제기되고 있는 것이 현실이다. 본 논문은 우리나라보다 앞서 개호보험을 도입하고 케어매지니먼트 시스템을 체계적으로 운영하고 있는 일본의 케어평가 및 모니터링 시스템에 대해 분석, 고찰하고 일본 동북대학 대학원 경제학연구과에서 설계, 개발한 케어 모니터링 정보시스템에 대해 소개, 검토하는 것을 목적으로 작성되었다. 검토 결과, 케어매니지먼트 모니터링에 있어 케어의 질과 케어서비스의 질 평가를 분리함으로써 질 관리의 기능을 향상시킬 수 있음이 시사되었다. 또한, 광의의 모니터링 정보시스템 도입과 활용을 통해 이용자의 서비스에 대한 접근성과 이용성이 보장되는 객관적이며 포괄적인 평가 틀 제시가 이루어졌다. 본 연구에서는 일본의 케어매니지먼트에 있어서의 모니터링 시스템에 대한 고찰을 통해, 우리나라에서도 서비스 내용의 공유와 축적을 통해 케어서비스를 체계화시키고
전문화시키기 위한 정보시스템 개발에 대한 논의의 필요성이 확인되었다.
