현재 우리 나라에서는 노인 케어와 의료를 둘러싼 제도개혁이 진행되고 있지만 의료 및 케어가 연계되어 서비스를 제공할 수 있는지에 대해서는 많은 의문이 제기되고 있다. 스웨덴의 경우 에델(Ädel)개혁이후 의료 및 케어의 역할분담과 연계체제 등의구축과 수정이 축적되고 있다. 본 연구에서는 에델(Ädel)개혁을 중심으로 스웨덴에서 전개된 의료와 케어 사이의 역할분담과 연계에 관한 개혁의 변천을 고찰하고 우리 나라 제도 유형에 대한 함의를 도출하고자 한다. 스웨덴에서는 장기케어에 대하여 간호사 수준까지의 의료를 일원적으로 제공함과 아울러 간호사가 연계의 중심이 되어 케어의 질을 확보하면서 의료의 효율성을 높이는 데에 성공하였다. 한편 의사의 관여가 부족하다는 것이 과제로 되고 있으며 이 점을 해결하기 위한 법 개정이 이루어졌다.
