This study attempted to apply theories of rationality and democracy from the public administration perspective to correctional setting. Particularly, this study examined how rationality and democracy have been understood and have influenced public organizations, such as correctional administration, in making shapes and functions. Based on findings from the discussions on participatory governance, this study provided implications for administration of restorative justice. Policy implications suggested are 1) empowerment of citizens by institutionalizing their regular influences over correctional administrative decision, 2) careful screening of citizen participants to avoid destructive citizen domination, 3) guidance of deliberation through double loop learning process, and 4) change of correctional officials’ attitudes toward participatory governance.

본 연구는 행정학적 관점에서 합리주의와 민주주의 이론들을 교정행정에 적용하였다. 특히, 본 연구는 합리주의와 민주주의가 어떻게 이해 되었으며, 그것이 어떻게 교정행정에 영향을 주었는지, 이론을 토대로 미국의 사례를 분석하여 설명하였다. 본 연구는 이러한 합리주의와 민주주의 이론을 통합하여 참여적 관리론을 주장하였고, 이를 바탕으로 회복적 사법의 실행에 필요한 정책적 제안을 제시하였다. 구체적으로, 본 연구는 회복적 사법을 시행하기 위해, 교정기관에서는 1) 교정행정에 대한 정기적 참여 및 영향을 제도적으로 이루어낼 수 있도록 시민에 대한 권한부여, 2) 파괴적 시민 참여를 피하기 위해 참여시민의 적절한 선발, 3) double loop learning 과정을 통한 회복적 사법 의사결정 지도, 그리고 4) 교정행정가들의 참여적 관리론에 대한 긍정적 태도 양성 등을 수행해야 한다고 제안하였다.
