Many researches argue that the corruption may cause institutional problems or cultural characteristics. However, we can easily find out the examples in which even though they have similar cultural orientations, they have different consequences of these cultural characteristics in terms of corruption. And also we can arrive at a conclusion that we can be corrupted even though the institutional arrangement is well established if our self-interest driven motivation is not changed or suppressed by other high ethical belief. Therefore, the most important factor is the individual ethical belief that makes the individual refuse corruption. The ethical belief is consisted of three elements: immanentism, machiavellianism, and idealism. The immanentism means that one's criteria of behavior is immanent and not external. The machiavellianism is the trend that one treats other people as a mean to achieve his goal. The idealism means that the ideal is not relative, concrete and it is always the criteria of one's behavior. In Taehoon Park, we find these three elements of ethical belief. These characteristics have driven him not to fall into corruption.

많은 연구들에서 부패를 제도적이고 문화적인 차원에서 분석해왔다. 한국의 문화적 특성이 쉽게 부패하게 하는 요인이 되어왔고 제도적으로 부패를 막을 수 있다면 보다 청렴한 사회가 되리라는 것이 이들 연구들의 전제였다. 그러나 비슷한 문화적 특징을 가지고 있는 국가들에서도 청렴도는 큰 차이를 보였고 제도가 완벽하더라도 이익을 추구하려는 인간의 속성이 결국 부패로 가게 할 수도 있다는 결론에 도달하게 한다. 그렇다면 무엇이 청렴사회를 위한 보다 필요한 조건일까? 이에 대한 대답으로 개인적인 요인을 청렴사회의 요건으로 지적하였다. 청렴한 리더십을 보이는 리더를 통해서 사회를 이끌 때 그리고 그의 리더십에서 무엇이 그로 하여금 청렴하게 하는지의 요인들을 찾아낼 때 보다 청렴한 사회를 위한 리더의 특징을 분석할 수 있었다.우리는 박태준을 통해서 이러한 리더의 특징을 분석하였다. 박태준을 통해서 보았을 때 청렴할 수 있는 윤리관은 세 가지이다. 첫째 내재론적 성향, 둘째 약한 마키아벨리어니즘적 성향 셋째 이상주의적 성향이 그것이다. 박태준에게 있어서 내재론적 성향은 근면, 성실, 목표지향적, 솔선수범의 태도 그리고 책임감으로 나타나고 약한 마키아벨리어니즘적 성향은 인간존중의 경영으로 나타난다. 세 번째 이상주의는 원칙주의와 애국심으로 나타난다. 이러한 태도는 결국 부패에 대해서 단호하게 거절하는 용기 있는 태도를 낳았고 부패와 절연하는 태도를 보이게 되었다.
