This paper is aimed at drawing some policy implications of major global challenges and long-term global green growth for the future of the Korea's Science and Technology Innovation(STI) diplomacy. A case study of the Inter-American Institute for Global Change Research (IAI) was conducted to draw some policy lessons. The IAI was in-depth analyzed in accordance with the five governance dimensions including agenda and priority setting, funding and spending, institutional and access arrangements, bridging research into practice, and capacity building and technology transfer. Chief among the important findings is the IAI's great contribution to the scientific capacity-building of the region through various cooperative policy measures. In spite of its overall success, progress in scientific capacity-building has not sufficiently been translated into policy-relevant discourse and action. The IAI’s efforts to couple natural and social sciences and dialogue with decision-makers are critical to addressing this policy issue. The IAI supported the region’s contribution to global change research by making science strong enough to underpin national and regional policies. The IAI administration and infrastructure depend on the sustained efforts of member countries to meet their commitments, and the flow of adequate resources is critical to its future success. By improving its means of communication with regional scientists and decision-makers at multiple levels as well as enhancing research on the human dimensions of global change research, the IAI is to become more relevant to the development and policy needs of the Americas. Lessons from the IAI case study are as follows: A top-down, bottom-up driven, and demand-driven agenda and priority setting, A flexible and durable funding and spending arrangements, A tailored knowledge sharing and intellectual property, A wide support-based bridging research into practice, An open and mainstreaming approach to capacity building and technology transfer.

본 논문은 인류가 기후 변화 등 지구적 변화 상황에 처하여 이를 극복하기 위한 녹색성장 정책의 추진과 관련하여 과학기술분야 국제협력의 대표적인 사례로서 미주간지구변화연구소(IAI)의 운영의 실제에 대해 분석하고 있다. 이 논문은 미주간지구변화여구소의 최대 성과를 다양한 정책지원수단을 통해 미주 전 지역의 과학역량을 실질적으로 제고시킨 결과에서 찾고 있다. 즉, 이 연구소는 과학연구기금 제공사업의 수행을 통해 국제 네트워크, 연구사업/행정 관리에 대한 경험을 증진시키고 있다. 그리하여 이러한 측면에서 개별국가 내의 기금제공 기관들에 대하여 비교우위를 갖게 되었으며 과학기금을 통해 미주지역 동료 과학자들 간의 지역적 교류관계를 활성화하는 기회와 활동의 새로운 장을 열고 있다. 미주간지구변화연구소의 거버넌스 체계는 훌륭한 과학자들 사이에 국제적 및 학제적 네트워크를 발전시켜 남-남간, 남-북간의 상호 교류를 활성화함으로써 지구변화현상에 대한 지역적 과학역량증진에 크게 기여하고 있다. 그러나 미주간지구변화연구소는 그 정책수행의 잠재력에 기반하여 과학적 연구결과가 정책결정자, 시민사회, 사회적 행위자들에 의해 사회정책 결정에 활용될 수 있는 형태로 종합화되어야 하는 과제를 안고 있다. 즉, 2010년 제2단계 협동연구망 종합워크숍에서 논의되기도 한 것처럼 주된 교훈은 정보에 기초한 정책실행을 위해 이 연구소에서 산출한 과학적 정보가 활용 가능한 방식으로 처리되어야 한다는 것이다. 역량증대와 정보접근제도에 대해서는 기후변화의 범지구적 도전에 대응하기 위해서 기존의 기관들을 상호 연계하여 지구변화관련 연구과학자들의 훈련을 촉진하고, 동시에 관련 자료, 통신기술, 연구결과에 대해 용이하게 접속할 수 있도록 회원국들의 과학적 역량을 향상해야 하는 필요성이 존재한다. 또한 지구변화연구의 인류 중심 연구를 강화함으로써 미주간지구변화연구소는 미주의 발전과 정책적 수요에 보다 적극 부응할 수 있게 된다. 미주간지구변화연구소의 사례연구결과가 한국 과학기술외교에 암시하는 정책적 시사점은 과학기술협력 거버넌스의 효율성 증진이다. 글로벌 도전 극복과 안정적 경제성장을 촉진하기 위한 과학기술협력 거버넌스 구축은 첫째, 객관적 정책 수요에 기반하여 정책적 목표/과제를 초기에 명확히 정립하여야 하고 둘째, 거버넌스 구축단계에서는 구체적인 협력 수요에 기반하여 거버넌스 형태를 결정하여야 하며 셋째, 정책 의사결정 과정에 효율성을 보장하면서도 가능한 한 폭넓은 이해 당사자들을 참여 시켜야하며 넷째, 최대한의 협력을 도모하기 위해 잠재적 참여자들을 대상으로 적극적인 대외홍보활동을 추진하여야 하며, 끝으로 항시 변화하는 글로벌 상황을 과학기술협력정책에 반영하기 위해 과학기술협력 거버넌스의 핵심적 사안들에 대한 연구를 시의성 있게 수행하여야 한다.
