The purpose of this study is to analyze the current status of disclosing system of regional job creation and disclosing targets of local governments, to draw up measure to increase regional employment policy. First of all, this study looks into the conceptualization, disclosing targets of local governments and the implementation process of disclosing system of regional job creation. And this study analyzes the current status of participation and disclosing targets. 93.4% of the local governments is involved in disclosing system of regional job creation. But limited financial situation of local government, lack of professionalism of public official, lack of interest in the region, absence of a dedicated organization, absence of performance management systems, and many problems have appeared. And proposed development plans to overcome these problems, the first, is the foundation of the stable promotion-based. Specifically, legislation, statistics building, strengthen education and should be done. Second, it is an improvement of the propulsion system for effective enforcement. For this, building local employment governance, establishing dedicated department of local goverments, building monitoring system and should be followed. Third, it is active participation of local governments and residents. For this, financial support, the attention of heads of local governments, public relations(PR), resident education and should be done.

본 연구는 2010년부터 추진되고 있는 '지역 일자리공시제'의 추진현황 및 자치단체 공시목표치 현황을 분석하여 지역고용정책 활성화 방안을 마련할 목적으로 수행되었다. 우선 '지역 일자리공시제'의 개념 및 기본방향과 자치단체 공시내용을 정리하고 2010년과 2011년의 추진과정을 살펴보았다. 그리고 '지역 일자리공시제' 참여현황과 자치단체에서 공시한 공통목표 및 개별목표의 현황분석을 실시하였다. 전국 자치단체 중 93.4%가 '지역 일자리공시제'에 참여하는 등 높은 참여율을 보이고 있으나 자치단체의 제한된 재정상황, 담당공무원의 전문성 부족, 지역 내 관심부족, 전담조직 부재, 사업성과 관리 시스템 부재 등의 여러 문제점이 도출되고 있는 실정이다. 그리고 이러한 문제점을 극복하고자 제시한 '지역 일자리공시제' 발전방안은, 첫째, 안정적 추진기반 마련이다. 구체적으로 관련 조례 제정, 고용・인적자원 통계 구축, 관련 교육 확대 및 강화, '지역 일자리공시제' 관련 용어 및 개념 정립 등이 이루어져야 한다. 둘째, 효율적 계획 집행을 위한 추진체계 개선이다. 이를 위해 지역 고용 거버넌스 구축, 자치단체 전담부서 마련 및 부서 간 연계 강화, '지역 일자리공시제' 목표관리체계 및 모니터링 시스템 구축 등이 선결되어야 한다. 셋째, 자치단체 및 지역주민의 적극적 참여 유도이다. 참여 유도를 위해 '지역 일자리공시제' 성과와 연계한 재정지원, 자치단체장 관심 및 추진의지 제고, '지역 일자리공시제' 홍보 및 추진현황 공시, 주민교육 및 주민참여형 일자리사업 확대가 이루어져야 할 것이다.
