This study not only examines current economic status of Gyeongbuk bio-industry but also estimates by adopting a regional I-O model economic impacts of regional development plans of bio-industry in the northern region of Gyeongbuk such as the 1st and 2nd Regional Industrial Promotion Projects from 2002 through 2012 and Inter-regional Cooperation Project from 2010 through 2013 funded by the ministry of knowledges and economics. ① It turns out that Gyeongbuk bio-industry is at the rudimentary step in terms of the formation of bio-product markets as well as in terms of the industrialization of bio-technology, and in addition that the number of bio-venture firms, and their productions and exports are small compared to those firms that belong to other local governments. Gyeongbuk bio-industry mainly consists of small scaled food processing firms that usually grade up agricultural, food and fishery resources with the traditional fermentation and grading-up technologies. ② The total expenditure of regional development plans of bio-industry in the northern region of Gyeongbuk was 2,095 billion and 8,212 million won and caused output impact of 3,114 billion and 7,888 million won (the output multiplier is 1.45) that corresponds to 0.45% of Gyeongbuk GRDP, and employment impact of 3,976 people that corresponds to 0.3% of Gyeongbuk total employment. Value-added impact was 1,448 billion 1,538 million won (the value-added multiplier is 0.69), while job impact was 2,913 people. These impacts have occurred mainly in the industries of real estates and business services, construction, wholesale and retails because the expenditures were mostly spent in these sectors.

본 연구는 2009년 말 기준 경북바이오산업의 현황을 점검하고 지역산업연관분석을 사용하여 2002년부터 2012년까지 시행된 지식경제부의 1⋅2단계 지역전략산업진흥사업과 2010년부터 2013년까지 시행된 지식경제부의 광역경제권 연계⋅협력 사업에 의한 경북북부 권 바이오산업 육성사업의 추진성과를 정량적으로 분석한다. ① 경북바이오산업은 다른 지자체와 비교해 볼 때 기술의 산업화나 시장 형성 측면에 있어서 초보적 단계에 있으며 바이오벤처기업 수, 생산액 및 수출액 역시 낮은 것으로 나타났다. 현재 경북바이오산업은 전통발효기술, 농업 및 식품자원, 수산자원의 개량기술 등을 이용하는 영세한 규모의 바이오식품기업으로 주로 구성되어 있다. ② 2002년부터 2013년까지 경북북부 권 바이오산업 육성사업의 총 지출액은 2,095억 8,212만원으로 총 생산유발효과는 3,114억 7,888만원 (생산유발승수 1.45)에 이르는 것으로 나타났는데 이는 2009년 경북 총생산액의 0.45%에 해당되고 총 취업유발효과는 3,976명으로 2009년 경북 총 취업자 수의 0.3%에 해당된다. 또한 총 부가가치유발효과는 1,448억 1,538만원 (부가가치유발승수 0.69), 고용유발효과는 2,913명으로 추정된다. 이러한 효과들은 바이오산업 육성 기본 및 핵심 인프라 구축을 위하여 사업지출액이 사용된 부동산 및 사업서비스, 건설업, 도소매업에서 주로 유발되었다.
