The purpose of the study is to find some implications, from the example of the underwater tunnel between France and UK, on the economic feasibility and regional development effects. Some important findings are as follow: First, it turns out that the realized demand for the underwater tunnel is much lower than the expected one because the future change of economic environments has been poorly predicted. Second, it turns out that the realized construction costs is two times higher than the predicted figure. This in turn resulted the financial crisis of the operating company of the underwater tunnel. Third, the realized employment impact turns out to be lower than the expected level since the new transportation sector using the underwater tunnel is capital intensive while the ferry industry is more labour intensive. Finally, it turns out that the regional impact of the underwater tunnel tends to be exaggerated due to political propaganda by regional politicians.

본 연구의 목적은 영-불 해저터널을 사례로 국가 간 거대프로젝트의 경제성 및 파급효과에 대한 현실적인 시사점을 찾아보는데 있다. 제반 분석결과 해저터널에 대한 수요 및 경제성이 예측치에 비하여 실제치가 매우 낮게 나타났다. 이러한 과다추정은 대외 경제여건 변화 및 경쟁교통수단의 반응을 제대로 반영하지 못한 결과로 보여진다. 또한 해저터널건설을 위해 실제 투입된 총건설비가 애초에 추정했던 금액에 비하여 매우 높았다. 이로 인해 영-불 해저터널 운영사는 아직까지 재정적인 어려움에 직면해 있는데 이는 해저터널의 성패가 초기의 건설비용을 얼마나 잘 통제(control) 할 수 있는가에 달려있다는 점을 시사하고 있다. 한편 해저 터널로 인한 실질적인 고용창출이 예상치 보다 낮게 나타났는데 이는 해저터널의 지역경제효과가 매우 제약적 일수 있음을 시사하고 있다. 마지막으로 해저터널의 지역개발효과도 여타 대규모 개발사업 처럼 과대 홍보될 개연성이 높다. 해저터널의 필요성에 관한 논의를 주로 지자체가 주도하는 경우가 많은데 이는 해저터널의 지역개발 효과가 매우 높을 것이라는 지자체의 기대 때문이다. 그러나 영-불 해저터널의 사례는 그러한 과도한 기대가 충족될 수 없음을 강하게 시사하고 있다. 따라서 해저터널의 지역개발적 필요성에 대한 논의가 지역정치에 휘말리지 않고 냉정한 손익계산에 입각해서 이루어 질수 있도록 유도할 필요가 있다.
