The present study the effect of high speed rail on regional disparity incorporating actual regional characteristics of regions. This study identified changes of population distribution between ad-hoc and post-hoc conditions of regions. Major research question is that does construction of high-speed rail lead to the reduced regional disparities in terms of population distribution? We constructed factor analysis to get compounded indexes to reflect regional changes and applied them to a spatial econometrics model to evaluate the results of the impact of high speed rail. We found that at the initial state, some provincial regions linked to the rapid rail corridor had population gains, however, the trend had been reversed 5 years after the construction of high speed rail. Seoul metropolitan area was the winner to gain positive population influx. As expected a priori, the loss of net population is particularly serious for GangWon and Jolla that are far distant from the main corridor. The present study concludes with suggesting some policy implications that may alleviate the disparities caused by the rapid rail transit.

본 연구의 목적은 고속철도 개통에 따른 지역간 격차를 지역별 인구변화를 이용해 분석하는데 있다. 본 연구에서는 고속철도가 지역간 인구분포에 미치는 영향을 요인분석과 공간계량모형을　이용해 분석하였다. 본 연구의 실증분석에서 사용된 자료는 2004년, 2009년의 주민등록상 인구이동 자료와 통계청에서 제공하는 2004년, 2009년의 시·군·구 자료이다. 주요 분석 결과는 첫째, 우리나라의 고속철도는 도입초기에 인구의 유입효과로 작용했으나, 개통 후 5년이 지난 2009년에는 인구의 유출효과로 작용하는 것으로 나타났다. 또한 인구변화는 시기별, 지역별로 차별적인 것으로 나타났는데 개통초기에는 수도권과 경남권을 중심으로 유입효과가 발생하였으나, 그 이후는 경북권과 경남권을 중심으로 유출효과가 발생하였다. 둘째, 타일계수와 지니계수를 통해 계산된 지역격차의 분석 결과는 고속철도의 도입이 인구분포의 측면에서 지역격차를 증가시키는 방향으로 영향을 미치는 것으로 분석되었다. 특히 이러한 결과는 과거 선행연구에서 실시되었던 지역의 예측치에 대한 분석이 아닌 개통 이후 실제 지역의 특성에 기초하여 분석되었기에 중요한 의미를 가지는 것으로 판단된다. 본 연구에서는 고속철도가 지역균형의 관점에서 정책적 역할을 수행하고 있지 못함에 따라 지역간 균형발전을 위한 다양한 정부의 정책적 노력이 필요함을 역설하고 있다.
