In enforcing municipal police system over the country in Korea we caught hold of the roles of authority police as the least-limitation police concept ,that is, the narrow administrative police activity, and we intended to suggest the transitional introductive methods by centralizing jeju Authority police act and special judicial police system that are being enforced That is, we defined the authority police activity as the administrative police activity -the least-limitation police- and suggested the introduction of authority police system to improve the problems of jeju authority police system and to supplement vastly special judicial police system and to revise Minor Punishment Law and Regulation Order Act. This has many advantages that has no need to increase police forces and make use of current police forces and expense only province budget and decrease the cost in supplying implements. In addition, granting a right on Minor Offense Punishment Law can be a way in controlling the basic order in region. But there is high possibility for the introduction of this to be practiced because it does not need a great deal of budget, nonetheless, there is need of discussion continuously and essentially for the grasp of the roles of the authority police system.

한국에서 자치경찰제를 전국적으로 시행하고자 함에 있어 자치경찰의 역할을 최협의 경찰개념 즉, 협의의 행정경찰활동으로 파악하여 현재 시행 중인 제주자치경찰제도 및 특별사법경찰제도를 중심으로 그 과도기적 도입방안을 제시하고자 하였다.
즉, 자치경찰활동을 최협의의 경찰개념인 행정경찰활동으로 국한하여 규정하고, 자치경찰제를 정착시키기 위한 현실적인 방안으로서 현재시행 중인 제주자치경찰제의 문제점을 개선하고 특별사법경찰제도를 대폭 보완하며, 경범죄처벌법을 개정하는 자치경찰제 도입방안을 제시하였다. 이러한 도입방안은 대규모 인력을 충원하지 않아도 되고 현재의 인력을 활용할 수 있으며, 예산도 도비로만 충당할 수 있고 장비의 지원에 있어서도 부담을 크게 경감할 수 있다. 경범죄 처벌법상의 권한 부여는 지역의 기초질서 유지를 위한 좋은 방안이 될 수 있을 것이다. 다만, 이러한 도입방안은 대규모 예산이 필요로 하지 않는다는 점에서 도입의 실현가능성은 매우 높으나 자치경찰제도의 역할을 어느 정도로 파악해야 하는가에 대한 보다 지속적이고 근본적인 논의가 필요하다.
