The Purpose of this study is to seek the Institutional Support Measures for accomplishing of patrol officers investigation. Meanwhile, Patrol officers were not properly assessed in their investigation activities. Patrol officers have participated in investigation by collecting of crime information and preliminary investigation. Collecting crime evidence by patrol, stop and frisk, crime information gathering, and discovery of any bodies or goods related with crime. The first response of incident includes reports of crime, arrest of offenders, emergency deployments, maintenance of crime scene, and documentation, etc. In 2009, 39% of the perpetrators were arrested by patrol officers. The number of arrests by patrol officers' dispatch by 112 reported amounting to 67%. With the exception of arrests by dispatch, the number of arrests by stop and frisk were most frequent. Thus, patrol officers have been playing very important roles in crime investigation. These accomplishment of patrol officers, however, have not been credited and supported by scholars and police administrators. This study, after analyses some results of patrol officers' investigation, proposes three institutional measures, such as improvement of performance evaluation, expansion of educational opportunities, and compensation for results of investigation, to support effective investigation activities of patrol officers.

이 연구는 그동안 지역경찰활동에 대한 편향적 인식을 개선하기 위해 지역경찰이 수행하는 수사 활동의 성과와 한계를 살펴보고, 보다 양질의 경찰서비스 및 수사 활동의 효과를 제고하기 위한 경찰조직의 제도적 지원방안을 모색하고 제안하는데 목적이 있다. 지역경찰은 수사단서의 수집활동과 초동수사 활동을 통해 수사 업무에 참여한다. 수사단서 수집활동은 불심검문, 정보수집활동, 피해품 및 변사체의 발견, 현행범 발견, 범죄사실의 확인이 있으며, 초동수사에는 신고출동, 범인의 발견과 체포, 현장통제 및 보존, 보고서의 작성 등이 있다. 지역경찰은 2009년을 기준으로 전체 범인검거실적 중 39%에 이르는 검거실적을 거두었다. 이 중 112신고출동에 의한 검거건수는 67%에 이르고 기타 검거단서에 의한 비율이 33%이다. 기타 검거단서에서는 불심검문, 탐문정보, 그 밖의 단서에 의한 검거가 있으며 이 중 불심검문에 의한 검거가 가장 많다. 지역경찰 수사 활동에 대한 한계는 실제 업무를 평가하는 성과평가항목의 불일치와 낮은 비중, 수사관련 교육대상의 제한 및 교과목의 부재, 수사부서와 달리 수사활동의 성과에 대한 경제적 보상이 전혀 없다는 점을 들 수 있다. 이에 지역경찰 수사 활동의 성과를 거양하기 위한 제도적 지원방안으로 성과평가의 수사 활동에 대한 평가비중 조정, 수사 활동의 적정절차의 준수 및 인권보장기능을 향상시키기 위해 교육대상을 확대하기 위한 사이버 교육의 확대 및 수사관련 교과목의 편성 등 교육제도의 지원, 성과에 대한 경제적 보상을 위한 ‘출동 가산금제’의 도입을 제안하였다.
