This study aims to do a comparative analysis the characteristics of the new high school entrance system and suggest the reform plans for high school system. This study did a comparative analysis of the policy ideas suggested by Ministry of Education, Science & Technology and the initiative by National Assemblyman Jeong-dueon,, and Kim-jinpyeo in the dimension of choice, efficiency and equity.
In the result of the analysis, two initiatives showed different characteristics contrary to the policy ideas suggested by Ministry of Education, Science & Technology. Especially, the policy ideas were positive, but two initiatives were not in choice. To solve the indicated problems, three basic principles are presented. They are as in the following. In the dimension of choice, limited controls over student selection, diversification and autonomy of curriculum in efficiency and integration for reducing a social polarization in equity.

본 논문은 고등학교 체제 개편안의 특징을 비교 분석하고, 이를 토대로 고등학교 체제 개편 방향을 탐색하는데 목적이 있다. 본 연구에서는 고등학교 체제 개편 방향과 관련되어 있는 교육과학기술부 정책안과 정두언 및 김진표 국회의원의 대표발의안을 선택, 효율성, 형평성 차원으로 기준을 설정하여 비교 분석했다.
분석 결과 교육과학기술부 정책안과 달리 두 발의안은 다른 특성을 보였으며, 특히 선택 차원에서 교과부안은 긍정적이고 이를 인정하는 기조임에 비해 두 발의안은 부정적이었다. 이러한 분석을 통해 추출한 문제의식을 바탕으로 선택 차원에서는 고교 체제 개편을 위해 일정 수준의 학생선발권을 제한하는 것, 효율성 차원에서는 교육과정 다양화 및 자율화를 제시하였다. 마지막으로 형평성 차원과 관련해서는 계층의 편중성을 막는 통합성을 고교 체제 개편의 방향으로 제시하였다.
