Vladimir Putin who was elected as president in 2000 stabilized politics with the strong leadership presenting slogan "Strong Russia". With this stabilization, the economy development in whole was inclining, however, the development was unbalanced between locals. Due to this, conflicts between local areas were intensifying. Therefore, Russian government tried to balance development between local areas with expansion of investment. Russian government apporved. ｢Special Federation Program for Social and Economic Development of FareastㆍTransbaikal Development｣ in November 21th of 2007, promoting development policy in Fareast and Transbaikal area in January 1st of 2008. The purpose of this policy of Russian government to balance the development of local areas is to invigorate regional economy by active investments of central government. Korea should also reflect upon the past problems dealing with Russia, and actively advance into each members of federation. The investments of Korea in each members of federation will put Korea in relatively advanced state when Russia joins WTO. It will also help Korea when signing Korea-Russia FTA. Especially, active advancement in Primorski Krai area which borders Korean Peninsula and holds APEC in 2012 will make South Korea superior in many economic cooperation plans, confirming strong political and economic influences of South Korea in Northeast Asia.

2000년 대통령이 된 푸틴은 강력한 리더쉽으로 “강한 러시아”라는 슬로건으로 정치적 안정을 이룩하였다. 그러나 이러한 정치적 안정으로 인한 국가 전반에 대한 경제성장은 이루어지고 있었지만, 연방지역간 불균형적인 발전으로 인해 연방정부에 대한 지역간 갈등은 더욱 심화되었다. 이에 러시아연방 정부는 중앙정부의 투자 확대를 통해 지방의 균형적 성장정책을 추진하고 있다. 러시아연방 정부는 시베리아ㆍ극동지역의 불균형발전 해소를 위해 2007년 11월 21일｢2013년까지 극동ㆍ자바이칼 지역의 경제ㆍ사회발전 연방특별 프로그램｣을 승인하여, 2008년 1월 1일 극동ㆍ자바이칼 지역의 개발정책을 추진하기 시작했다. 이러한 러시아연방 정부의 지방균형발전계획은 지방정부에 대한 중앙정부의 적극적인 투자로 지방경제의 활성화를 이룩하고자 하는 것이다. 이에 발마추어 우리나라도 러시아에 대한 지난날의 문제점을 제고하여 적극적으로 각 연방주체에 대한 진출을 하여야겠다. 우리나라의 러시아연방 지방주체들에 대한 투자진출은 향후 러시아의 WTO가입과 한국․러시아 FTA 체결시 우리나라의 상대적 우위를 높일 수 있다. 특히, 한반도와 국경을 접하고 있으며, 2012년 APEC 정상회담을 개최하는 연해변강주에 대한 적극적인 진출은 향후 각종 경제협력에서 우위를 점하게 되어, 우리나라가 동북아에서 정치․경제적 영향력을 제고할 수 있는 계기가 될 것이다.
