To establish the formation and dynamics of environment policy decision, this study investigates the policy network that exists in the various actors, and EU’s environmental policy network is chosen to be the subject of analysis. In the process of deciding EU’s environmental policy, there is some distinctiveness of environmental issue that cannot be done only with government’s lead. Through analyzing the policy network that works with connection forming of various actors, this study seeks how the environmental policy decision process makes actually. For this purpose, this study attempt to realize that policy network theory has usefulness and theoretical suitability for analyzing connectivity and interaction of actors who participate environmental policy decision process, and analyze the examples of EU’s environmental policy network. Also, this study will examines how policy network has changed its category and characteristic in the process of EU’s environmental policy decision, and will analyze formal and informal network interaction of various environmental policy actors and its connection structures. To analyze the EU’s environmental policy through policy network, policy of climate change counter measure and policy actor who relates EU`s emission trading scheme, this study focuses its network analysis.

본 논문은 환경정책결정과정의 형성(formation) 및 동태성(Dynamics)을 규명해보기 위하여 다양한 층위의 행위자들 사이에 존재하는 정책네트워크(policy network)를 분석해보고자 하며, 유럽연합의 환경정책네트워크를 분석대상으로 하고 있다. 유럽연합의 환경정책을 결정하는 과정에서 정부주도만으로는 성공을 거둘 수 없는 환경문제의 특수성이 상당히 존재하기 때문에 여러 다양한 행위자들 간의 다자간 관계형성을 통해 작동하는 정책네트워크에 대한 분석을 통해 환경정책 결정과정이 실질적으로 어떻게 작동하고 있는지 살펴보고자 한다. 이에 본 논문은 환경정책결정과정에 참여하는 다양한 행위자들의 상호작용과 연계 구조를 분석하는데 정책네트워크이론이 유용성 및 이론적 적합성을 갖고 있다고 보고, 유럽연합의 환경정책 네트워크를 사례로 분석해보았다. 유럽연합의 환경정책 결정과정에서 시간이 흐름에 따라 정책네트워크의 특성과 유형이 어떻게 달라졌는지 다양한 환경정책행위자들 사이에 존재하는 공식적ㆍ비공식적 네트워크의 상호작용과 연계구조에 대한 분석을 시도해보고자 한다. 또한 정책네트워크를 통해서 유럽연합의 환경정책을 분석해보기 위해 기후변화대응정책과 그 일환인 탄소배출권거래제도의 도입에 관련된 정책행위자의 네트워크 분석에 초점을 맞추어 살펴보고자 한다.
