The purpose of this paper is to construct a composite index of the regional labor market that gives information on the performance across the regions. As a business cycle indicator mainly focused on the labor market, the composite index is useful in determining current conditions and predicting the future direction of the labor markets. Within a situation where information on regional labor markets is so scarce, it would be possible that the composite index gives us a better understanding on the performance across regions and enable us to forecast. The constructed composite index of the regional labor market has been employed to evaluate its applicability. Developed with the NBER method, the composite index has been compared with the coincidence index of the National Statistics Office (NSO). The results show that the labor market seems to lead the NSO coincidence index whose relationship has been acknowledged inversely. Such a phenomenon could be speculated in a way that firms make decisions on hiring (or firing) workers based on their perceptions of economic fluctuation. In addition, it has been found that jobless recovery seems to be structuralized since 2006. What is serious is that such jobless recoveries occur asymmetrically across regions and in turn expand regional disparity. Finally, this paper analyzes how big the performance gaps in the regional labor markets are: Gyeonggi province seems prosperous during the sample period, 1998 to 2009. Meanwhile, Ulsan metropolitan city and South Gyeongsang Province have been in focus as faster business upturns.

본 연구는 지역 맞춤형 고용정책수립 및 평가의 필요성에 따라 지역노동시장의 현황을 파악하는 기초자료로서 지역노동시장 종합지수를 개발하고, 개발된 종합지수의 활용방안을 모색하는데 그 목적이 있다. 노동시장 종합지수는 노동시장이라는 단일 시장에 대한 활성화 정도를 파악하기 위한 지역노동시장 종합지수로서 지역노동시장의 경기를 파악 가능케 하 고, 더 나아가 해당 지역노동시장의 경기예측을 가능하게 할 것으로 기대된다. 지역노동시장 종합지수를 개발하기 위해서 본 연구는 먼저 통계청의 전국단위 경기동행 종합지수와 노동시장 종합지수를 작성하여 비교 분석하였다. 각 지수의 순환변동치 분석결 과, 노동시장은 전체시장에 비해 선행성을 가지고 움직이는 것으로 나타났다. 이는 노동력 이 최종생산물시장의 파생상품으로서 경기후행성을 가지고 있다는 기존의 주장과는 상반된 결과로서 기업은 최종생산물에 대한 수요예측을 기초로 노동수요를 사전적으로 조정하고 있음을 추정할 수 있다. 또한 순환변동치의 비교에서는 우리나라 노동시장이 2006년 이후 고용없는 성장(jobless recovery)이 구조화되어 가고 있는 것으로 분석되었다. 문제의 심각 성은 지역노동시장 종합지수의 순환변동치 분석결과에서 나타나는데, 2006년 이후 구조화 된 고용없는 성장은 지역별로 차등적으로 나타나면서 지역 간 고용성과 격차가 확대되는 양상을 보였다는 점이다. 마지막으로 지역노동시장 종합지수를 이용하여 16개 광역시도의 노동시장 경기를 파악한 결과, 타 지역에 비해 경기도의 경기가 꾸준히 높은 수준을 유지했 으며, 울산과 경남지역은 경기상승률이 비교적 높은 것으로 나타났다.
