The European history of 19th century is characterized two modern ideas, liberalism and nationalism. In 1848, the German citizens fought for the freedom and nation state. However, this plan was miscarried. Here, so called ‘Deutsche Frage’ came into question. Bismarck argued that the simultaneous settlement of these two problems was impossible and that the question of nation state or unification should take precedence over that of freedom. And for this, he resorted for ‘Großmachtpolitik’ based on power or force. Considering the complex international and domestic situation, he stressed the concentration of power. In this context, he tried to realize a politics understood as ‘Kunst'. Based on these problematics, this paper tries to analyse and explain Bismarck’s political action for the realization of German unification, and its meaning and limitations. Through it, this paper will show the implications of Bismarck’ politics for today.

19세기 유럽사는 자유주의와 민족주의라는 두 개의 근대적 이념들을 통해 특징지어진다. 1848년에 독일 시민(Bürger)들은 자유를 얻기 위해서 그리고 민족국가를 건설하기 위하여 싸운다. 자유에 대한 요구와 정치참여는 단지 부분적으로만 실현되고, 독일인을 하나의 국가로 통일시키려는 시도도 좌절된다. 여기서 소위 말하는 독일문제(Deutsche Frage)가 중요한 형태로 등장한다. 비스마르크에 있어 두 요구의 동시적 충족은 불가능한 것으로 나타난다. 1848·49년의 독일의 경험은 그로 하여금 문제의 해결을 위해서는 무력에 기반한 대권력정치(Großmachtpolitik)가 필요하다는 것을 가르친다. 그의 국가건설과정에 나타난 이론 및 실천의 특징은 힘의 결집에 있다. 그에 있어 중요한 것은 자유의 실현이 아니라, 그것에 우선하는 그리고 독일의 역사적 조건과 대외적 상황을 고려해서 이루어 내야하는 통일인 것이다. 그가 복잡한 대·내외적 상황 속에서 그러한 힘을 결집해내야 하는 정치의 문제를 학문의 문제가 아닌, 예술의 문제로 간주하는 이유가 있다. 본 연구는 이러한 문제의식에 입각, 비스마르크의 정치행위를 중심으로 논의를 진행하되, 이러한 맥락에서 그가 독일통일의 과정에 나타난 대·내외적 정치역학을 어떻게 이해하고 있는지를 분석하고 고찰하고 이것이 오늘날의 현실정치에 갖는 함의를 제시해 주고자 한다.
