This paper intends to identify and relax a significant assumption of the political business cycle theory on electoral pressures on incumbent governments' incentives to manipulate economic policies prior to elections by reviewing previous empirical and theoretical debates on the relevancy of the political business cycle theory. The attempts of the paper lead me to find two new variables, e.g., democracy and concurrent elections, to establish two hypotheses on the basis of the two variables, and to conduct empirical test of the hypotheses by adopting on ARIMA time-series regression analysis. The ARIMA time-series regression analysis reveals the following results. First, the variable of elections has an effect on increasing more government budget deficit when presidential and legislative elections are held at the same quarter. Second, the variables of democracy and concurrent elections have an independent effect on government budget deficit, respectively. Under the control of the influence of concurrent elections, government budget deficit has a tendency to increase with democracy developing. Third, the interactive effect of democracy and concurrent elections on government budget deficit do not have statistical significance as the level of democracy development reaches a certain level of democracy development on the contrary to the hypothetical expectation of the paper.

논문에서 우리는 정치경제주기이론을 둘러싸고 전개되었던 적실성 논쟁의 검토를 통해 ‘선거 전 집권정부가 선거로부터 받는 정책조정압력’에 관한 정치경제주기이론의 가정이 지니는 중요성에 주목하고 이를 이완시키려 노력했다. 이를 통해 논문은 이에 영향을 주는 두 가지 변수, 민주주의와 동시선거 변수의 중요성을 찾아내었고, 이렇게 찾아낸 두 변수를 바탕으로 논문의 가설을 구성한 후 한국사례를 분석대상으로 아리마시계열회귀분석방법을 사용하여 경험적으로 검증하려 했다. 시계열회귀분석은 다음 몇 가지 결과를 밝혀주었다. 첫째, 선거 변수는 그렇지 않은 때 보다 같은 분기에 대통령선거와 국회의원 선거가 동시에 실시되었을 때 선거 전 재정적자 규모를 더 확대시키는 경향을 보여주었다. 둘째, 재정적자에 대해 동시선거와 민주주의 변수는 통계적으로 매우 유의미한 수준에서 각각 독립적으로 영향을 미치고 있었다. 달리 말해, 민주주의제도가 정착됨에 따라, 동시선거의 영향력이 통제된 상태에서, 재정적자가 증가하는 경향이 나타난다는 것이다. 셋째, 동시선거와 민주주의 변수의 재정적자에 대한 상호작용효과는 논문의 예상과는 반대의 방향으로 나타났다. 민주주의가 발전할수록, 선거 전 재정적자 규모와 그 통계적 유의미성은 감소하였다.
