This study examines the public campaign financing system in Korea. The country established the system to ensure a fair opportunity for candidates in election campaign. For managing this system, the state or local government in Korea provides financial support to candidates or political parties for campaign expenses. Then, how well is this system maintained? Do the system attain the purpose? If not, what is the problem of the system? This study attempts to answer these questions. The analysis shows strength and weakness of the system. Then, it presents several alternative suggestions to overcome the limitation of the system. First, the system needs to provide a fund to candidates in advance taking the latest election expenses report to National Election Commission and inflation rate into account. Second, the system requires to include the staffs' labor cost for pre-candidates when reimbursing the candidates' expenditure. As distribution criterion, third, the study proposes that national subsidy to political parties is decided by vote rate in the election rather than seat number in National Assembly. Finally, it suggests that the system alleviates the condition for reimbursement of candidates' expenditure.

선거 공영제는 선거에서 공정성을 확보하기 위해 국가가 선거를 관리하는 제도이다. 즉 선거 공영제는 국가가 선거에 참여한 모든 후보자들이 공정하게 경쟁할 수 있는 기회를 보장하고 정당과 후보자가 사용한 선거비용의 일부 또는 전부를 부담하는 제도로 이해할 수 있다. 이와 같은 선거 공영제를 통해 우리가 구현하고자 하는 것은 공정 선거이다. 나아가 공정 선거로 구성된 대의기구는 국가와 사회의 연결기구로서 제대로 기능을 하게 될 것이다. 그렇다면 한국의 선거 공영제는 그 제도적 취지에 부합하고 있을까? 만약 한국에서 선거 공영제의 도입목적이 현실적으로 적절하게 실현되지 못한다면 우리는 어떤 대안을 모색할 수 있을까? 본 논문은 한국의 선거 공영제가 제도적 목적과 취지에 부합하는지 평가하고 대안을 제시하는 것이 목적이다. 본 논문은 한국의 선거 공영제를 개선하기 위해 몇 가지 개선안을 제시했다. 첫째, 이전 선거에서의 비용 자료 등을 토대로 물가 상승률 등을 반영하여 사전에 지원하는 방식을 검토할 필요가 있다. 둘째, 예비후보기간 동안 사용한 선거 사무장과 사무원의 인건비를 공식 선거운동기간과 같이 보전대상에 포함 시키는 것을 고려할 필요가 있다. 셋째, 국고보조금의 배분방식은 의석수보다 득표수가 먼저 고려되어야 할 것이다. 넷째, 예비후보제의 도입 취지에 부합하지 않는 사항 등에 대한 검토가 필요하다. 마지막으로 득표율에 따른 선거 비용의 보전 기준을 하향 조정할 필요가 있다.
