The recent number of North Koreans settling into South Korea after escaping their native country is rapidly increasing these days. Their settlement in South Korea and their adaptation to the South Korean system is a new challenge that the South Korean society is faced with. It is important to examine how the North Korean refugees are adjusting to the heterogeneous South Korean society after leaving the North Korean system that they have followed for their life prior to their escape. This is because the integration and adaptation of the North Korean refugees can be utilized as an experiment platform that allows benchmarking to review the issues concerning social integration among the people of North and South Korea that we are bound to experience in the event of reunification. Currently, the majority of the North Korean refugees are facing difficulties with economic adaptation which is the basis of their social adaptation. Culturally and psychologically, it was found that the North Korean refugees faced difficulties that stem from the difference in sociocultural aspects such as values, way of thinking or the social system etc. In the case of Germany, the government of West Germany regarded the settlement and social integration issues of the East German refugees in West Germany as a test of reunification and approached the matter from the humanitarian and administrative perspectives. Policies regarding the integration and adaptation of the North Korean refugees require the active participation of the civil society as well as the government's consistent policies. In the long term, the integration among the people of North and South Korea after reunification can only be achieved with the voluntary participation and activeness of the North Korean citizens during the social integration process of the two countries. Therefore, the civic education of the North Korean refugees must be built and headed towards achieving their economic independence and sociocultural integration. In order to avoid leaving the North Korean refugees as the politically and socially neglected class, the civic education must play a more active and aggressive role. As a method of civic education, in order to provide optimal learning for the North Korean refugees, not only personal and active learning should be encouraged, but also opportunities to collaborate with other learners must be provided to the extent possible.

최근 북한을 탈출하여 남한에 정착하는 북한 주민들이 급격히 증가하고 있다. 이들의 남한 정착과 체제에 적응은 남한 사회가 직면한 새로운 과제이다. 북한이탈주민들이 그 동안의 삶을 영위해 온 북한체제를 떠나 이질적인 남한사회에서 어떻게 적응하고 있는지를 살펴보는 작업은 중요하다. 북한이탈주민의 통합과 적응은 통일 후 우리가 경험하게 될 남북한 주민 간 사회통합에 대한 제 문제를 검토하기 위해 벤치마킹을 해 볼 수 있는 실험의 장이기 때문이다. 현재 대부분의 북한이탈주민들이 사회적응의 기본인 경제적응에서 어려움을 격고 있다. 문화적․심리적으로 북한이탈주민들은 가치관, 사고방식 또는 사회제도 등의 사회문화적이 차이에 따른 어려움을 겪고 있는 것으로 나타났다. 이들이 남한 사회로의 적응과 통합을 위한 시민교육적 방안은 아직 우리가 많은 고민과 대책을 세워야할 부분이다. 독일의 경우 서독정부는 통일 이전 동독 이탈주민의 서독 정착 및 사회통합 문제를 통일의 시험대로 간주하고 인도주의적 이며 행정관리적인 측면에서 접근하였다. 북한이탈주민에 대한 통합 및 적응 정책은 정부의 일관성있는 정책과 시민사회의 적극적인 동참이 있어야 가능하다. 장기적으로 통일 후 남북한 주민간의 통합은 남북한 사회통합과정에서 북한출신 주민들의 자발적 참여와 능동성이 보장되어야 한다. 따라서 북한이탈주민들의 시민교육 방향은 이들의 경제적 자립과 사회문화적 통합을 이루는 방향으로 세워져야 한다. 북한이탈주민들이 정치․사회적 소외 계층으로 남도록 하지 않기 위해서 시민교육이 더욱 적극적으로 이루어져야 한다. 시민교육의 방법론적으로 북한이탈주민에게 최적의 학습을 구현하기 위해서는 개인적이고 능동적인 학습을 장려할 뿐만 아니라, 다른 학습자들과 함께 협동하면서 배울 수 있는 기회도 가능한 한 많이 제공해야 할 것이다.
