Today, the cultural properties protection law prescribes that construction plan within 500m from the protection area of State-Designated Heritage(Important Folklore Materials) need to check the influence examination. However, it leads to confusion because of contents of this law are too inclusive and the permissible standards to change the present condition is different by each of cultural properties. In this context, the purpose of this paper is to investigate the permissible standards to change the present condition is proper or improper by analyzing the permissible standards to change the present condition of fourteen Architectural Heritage(Important Folklore Materials) of Chungbuk. The result of this study is following : The permissible standards(plans) to change present condition are categorized into 1～5 areas by distance and geographical features within 500m from State-Designated Heritage preservation area. And the permissible standards(plans) of present situation change is given notice of the designate reason, characteristics, location, circumstances of Nationally Designated Cultural Assets(Important Folklore Materials). In addition to, this study suggests 5 items which is related to permissible standards(plans).

현재 문화재보호법 역시 국가지정문화재의 보호구역 외곽경계로부터 반경 500m 이내 지역에서 행해지는 건설행위는 영향성 검토를 하도록 규정하고 있다. 그러나 동법상의 내용이 포괄적으로 규정되어 있으며, 문화재별로 현상변경 처리 기준이 상이하여 지금까지 많은 혼선을 가져왔다. 이러한 배경하에 본 연구는 충북에 소재한 14개 국가지정문화재(중요민속자료)를 대상으로 문화재 주변 현상변경 허용 기준을 분석해 봄으로, 현재의 허용 기준안이 적절한지, 그렇지 않다면 개선을 위한 고려사항들이 있는지 검토해 보는데 그 목적이 있다. 분석 결과는 다음과 같다. 현상변경 허용기준은 국가지정문화재로부터 500m 이내 지역에서는 거리와 지리적 특성에 따라 1-5구역으로 분류되었다. 그리고 현상변경 허용기준은 지정사유, 특성, 위치, 주변 현황에 따라 적절하게 고시되었다. 아울러 본 연구에서는 허용기준과 관련된 5가지 제안사항들을 제시하였다.
