Establishing an ethical infrastructure has become a social issue in international standards as well as various fields of society as enough to call the twenty-first century as a time of ethics. In this atmosphere, ethicality of private security is generally expected to be more high level than private workers because of its publicness, expansion of private security market and its role and improvement of citizen's standards. So this study would like to suggest methods of improving ethics of private security from legal, teleological and professional expert based on today's recognition to publicness and importance of private security's ethics.
For this, I analyzed the violent incident that happened by private security in 2006 at ○○ hospital during labor dispute and the suggestion to improving private security's ethics are as follow. First, rules about permission and reasons for disqualification, stated in article 3 and 5 of security law, should be regulated rigorously by creating detailed evaluation by which private security's businessman and private guards can judge basic ethicality as trades. Also current range of application of security law in filed of labor dispute should be expanded and additional punishment of article 29 should be done to general private guards as well as special guards to prevent abuse of a security law. Second, business's own effort is important to improve ethicality of private security but preparing chance to recognize importance of ethics for private guards themselves through a joint declaration ceremony to code of ethics by enacting a joint declaration through association of security from macroscopic level. Finally we must improve private guard's image as a professional man by collecting citizen's demand to varied and specialized service actively to establish ethical belief of private guards as professional man.In addition to this, we should provide private guard to reform as a professional man not a simple worker by developing professional education․training programs.

21세기를 윤리의 시대라고 지칭할 만큼 사회의 각 분야뿐만 아니라 국제적 차원에서도 윤리인프라의 구축이 사회적 이슈로 등장하고 있다. 이런 분위기 속에서 민간경비의 경우 업무의 공공성, 민간경비 시장 및 역할의 확대, 시민의 기대수준 향상 등의 이유로 민간경비의 윤리성 문제는 일반적으로 민간 직업인에게 기대되어지는 것 보다 더욱 높은 수준의 윤리성이 요구되어 진다. 따라서 이 연구에서는 오늘날 민간경비 윤리의 공공성과 중요성에 대한 인식을 바탕으로 합법적․합목적적․직업적 전문가 관점에서의 민간경비 윤리의식 제고방안을 제시하고자 한다. 이를 위하여 ○○병원의 노동쟁의과정에서 민간경비에 의해 자행된 폭력사건의 사례에 대해 당시 양측의 원인관계를 분석하고 민간경비의 비윤리적 행태 분석을 통해 오늘날 민간경비의 윤리에 대한 제고방안을 제시하면 다음과 같다.
첫째, 경비업법 제3조와 제5조에 명시된 허가 및 결격사유에 대한 규정을 민간경비업자 및 민간경비원이 종사자로서의 기본적 윤리성을 판단할 수 있는 세부적 심사내용을 신설하여 보다 엄격하게 규제할 필요가 있다. 또한 경비업법의 악용을 방지하기 위해 노동쟁의 현장에서의 경비업법 적용 범위를 보다 확대시켜야 하며, 제29조의 형의 가중처벌에 대해서도 특수경비원 뿐만 아니라 일반민간 경비원들에 대하여도 가중 처벌하는 내용을 신설할 필요가 있다. 둘째, 기업 자체적인 노력도 물론 중요하지만, 거시적인 차원에서 경비협회 등을 통해 윤리강령을 제정하여 공식적으로 윤리강령에 대한 공동선언식과 같은 행사를 통해 민간경비원 스스로 윤리의 중요성에 대해 인식하는 계기를 마련하는 것이다. 마지막으로, 더욱 다양하고 전문화된 서비스에 대한 시민의 요구를 적극 수렴하여 전문직업인으로서의 이미지를 향상시켜야 할 것이다. 아울러 전문 교육․훈련 프로그램을 개발하여 민간경비업이 단순노무직이 아닌 전문 직업인으로서 거듭날 수 있는 기회를 제공해야 할 것이다.
