The purpose of this article is to analyse the contents of Honors Students(HS) programs abroad and examine whether it can be used in developing the similar programs in Korean universities for leading to the innovative reform as well as improving the quality of the higher education. In order to do so, it was tried to explore the potential of the application to Korean situation in terms of specific goals and objectives, curricula, and evaluation system of the program. Firstly, HS programs introduced in Korean universities should have specified and feasible objectives. According to the data, this type of programs must be able to provide students with not only the macro level of goal but also the micro level of objectives. Secondly, this kind of programs have to prepare for creative curricula which can be developed by professional staffs. In doing so, the programs or course in the USA and Hong-kong can give the experts clues which help them consider what and how to deal with the entire program. Finally, it is necessary for maintaining and advancing the programs to develop comprehensive and systematic program evaluation tools. In the process of doing it, the results from analysing the program guideline, course assessment, comprehensive evaluation after colloquium, and sample items of program assessment can be useful. If suggestions given in this article are accomplished successfully it can certainly contribute to establishing the basis for dealing with programs productively and lead to the innovative reform in the area of Korean higher education. In the other hand, it is needed to conduct further and in-depth research systematically.

한국 대학에서 학부교육 선진화를 위해 운영하고 있는 새로운 방식의 특별 교육 과정인 명예학생 Honors Students (이하 HS) 프로그램의 질적 도약을 위해 프로그램 운영의 개선에 대해 연구할 필요가 있다. 이 연구의 목적은 외국 대학의 HS 프로그램을 분석하여 국내 대학의 관련 프로그램을 질적으로 향상시키고 대학 교육의 혁신을 주도할 수 있는 프로그램으로 정착하기 위해 필요한 내용을 제안하는 것이다. 이를 위해 구체적인 목표 설정, 커리큘럼 설계 방향, 프로그램 평가 체재 등을 중심으로 고찰해 보았다. 국내 대학의 관련 프로그램들은 보다 구체적인 프로그램의 목적을 재정립하고, 전체 프로그램 및 세부 프로그램들의 목표를 단계화하여 구체적이고 실현 가능한 방식으로 설정해야 한다. 프로그램들의 운영 방향과 구체적인 목표 설정에 따라, 여기서 제시된 아이디어들을 토대로 독창적인 커리큘럼이나 프로그램을 개발하여 운영할 수 있을 것이다. 국내 프로그램들의 성공적인 운영과 혁신적인 교육의 개혁을 주도하기 위해서는 종합적이고 체계적인 평가체재를 구축하는 일이 절실하다. 프로그램 운영방향이나 커리큘럼의 설계방향에 따라 평가체재도 달라질 수 있을 것이며, 여기서 제시된 내용을 참고할 수 있을 것이다. 본 연구에서 고찰한 내용은, 국내 유관 프로그램에서 목표와 세부목표를 설정하고 현실적인 여건을 감안한 프로그램을 설계하고 타당성과 신뢰성을 확보한 체계적인 평가 시스템을 구축하는 데 기여할 수 있을 것이다. 또한, 한국 대학 전체 학생들에게 확산시킬 수 있는 우수 프로그램으로 정착할 수 있는 기반 마련에도 기여할 것이다. 한국 대학의 학부교육과 교양기초 교육의 선진화를 실천하는 프로그램이 개발되어, 21세기형 글로벌 인재 육성 및 학부교육 혁신의 모델 역할을 충실히 수행할 수 있는 프로그램으로 발전할 수 있기를 기대한다.
