Since foreign investment has been increasing every year, the necessity for analyzing its effects, its better coordination and regulatory restructurings is increasing too. Particularly, the issues on how to make the best use of foreign investments, establishing joint enterprises, and investment agreements are urged to be discussed in terms of the legislations, national security p olicies. T he Government policy for FDI is focused on promoting foreign investments in agricultural, food, light industry, tourism, infrastructure and mining sectors and mining sector based heavy industry areas. All of these are the leading economic sectors at this time. During the foreign investors’ technical forum, held in 2007 in Mongolia, authorities concluded that Mongolia has a need and the absorbing capacity for 10 billion USD of FDI in order to implement the plans for the National Development Strategy till 2015.
