The aim of this research is to search for a probe on the cooperative ways of South Korea(R.O.K.) and China for the establishment of the peace-system in Northeast Asia. Following these research objective, the results of this thesis analyzed as below. Firstly, South Korea(R.O.K.) and China of the major core states in Northeast Asia nowadays have the empathized awareness of the fundamental level about building of peace and cooperation system in Northeast Asia and have the stands to approach this system in each of the different contents and ways in accordance with their interests. Particularly with empathized awareness like two countries, only they show possibility of their opinions to close to the economic cooperation system and peaceful cooperation system in Northeast Asia. All but the total peace system in Northeast Asia as politics, economy, society, culture, etc showed no signs of closing. Secondly, this thesis analyzed that the cooperative ways of South Korea(R.O.K.) and China for the establishment of the peace-system in Northeast Asia must help to satisfy the bonds of the political, economic, social, cultural conditions between the two countries. this research has emphasized it to build the new Northeast Asia's peace-system in the future that Korea and China will act as the balancer for peace in Northeast Asia, possibly referring to an intensified independence in Korea and China's diplomacy regarding the United States and Japan. Finally, this thesis analyzed the mandate for a permanent security mechanism in Northeast Asia by the center of Korea and China should be quite broad, like that of the Organization for Security and Cooperation in Europe. To illustrate, it should include agreements not to use or threaten force in the mutual relations of the members, transparency in military affairs, human welfare and cultural exchanges.

본 연구의 목적은 동북아시아의 평화체제 구축에 대한 한국과 중국의 기본입장을 분석하고, 이에 토대하여 동북아시아 평화체제 구축의 한․중 협력방안을 모색하는 데에 있다. 본 연구의 분석결과는 다음과 같다. 첫째, 동북아의 주요 핵심국인 한국과 중국은 현재 동북아 평화협력체제의 구축에 대해 원론적 수 준의 공감된 인식을 표출하면서도 자국의 이해관계에 따라 각자 다른 내용과 방식으로 접근하 려는 입 장을 갖고 있다. 특히 양국이 원론적 수준의 공감된 인식을 가진 경우에는 단지 동북아의 경제 협력체 제와 평화․안보체제의 접근 가능성만이 엿보이고 있을 뿐이며, 그 이외 정치․경제․사회․문화 등 총체적 인 동북아 평화체제의 구축과 관련된 접근 가능성은 전혀 나오지 않고 있는 실정이다. 둘째, 동북아 평화체제의 구축을 위한 한국과 중국의 협력방안은 양국간에 정치적․경제적․사회 적․문 화적 기본 조건들이 충족되어야만 가능하다고 보았다. 정치적 조건에서는 정치이념과 정치체제 의 차 이 극복, 동북아정책 추진의 차이 극복, 양자주의에서 다자주의에로의 외교노선 전환과 공동의 동북아 지역안보레짐 부재 극복, 선(先)한반도 평화체제의 구축․후(後) 동북아 다자안보협력체제의 형 성 촉진 등이 분석되었다. 경제적 조건에서는 동북아 경제협력체제의 우선적 제도화 마련, 자국 중심의 경제발 전전략보다 동북아 중심의 성장잠재력 극대전략으로 전환, 동북아지역 내의 경제협력 제고 등 이 분석 되었다.사회적 조건에서는 상대국가에 대한 호감도의 증대, 역사논쟁과 영토분쟁의 해결, 관광 교류협 력의 증대, 평화주체로서의 NGO 교류협력의 증대 등이 분석되었다. 문화적 조건에서는 문화적 소통 의 가능성 확대, 언어와 문자의 공동사용 능력 증대. 문화의 생산과 실천의 주체자인 미래세대 의 평화 협력교육 강화, 문화적 수단으로서의 법적인 제도장치의 마련과 공동운명체제적 인식의 확대 등이 분석되었다. 결론적으로, 동북아 평화체제의 구축은 최소한 반세기 이상의 장기적 시간을 요구하고 있는 문 제이 고 작업이라고 보지만, 이 체제의 형성 조건이 충족되는 방향으로 한국과 중국이 적극 협력하는 것만 이 동북아 평화체제의 구축을 현재화시킬 수 있다고 보았다. 이와 관련하여 특히, 한국과 중국 은 미래 지향적․목표지향적으로 정치․경제․사회․문화적 협력관계를 더욱 공고화하는 과정을 통해 동북아 평화체 제의 구축을 주도해야 할 것이라고 결론지었다.
