The imbalance of the supply and demand of energy that started with the Industrial Revolution has been growing again recently. As the imbalance is increasing globally, the strengthening of international environmental regulations, including the UN Framework Convention on Climate Change, is emerging as a new risk factor in energy security. In Northeast Asia, China's petroleum consumption amounts to 10 times the world average, which should set off alarm bells in the international crude oil market, and the Asian premium is rising. The Mongolian government should address energy cooperation and development in the region to change the energy market environment in the Northeast Asian region as well as the world and maintain an attitude of active participation. It is easy for Mongolia to secure a stable energy source from Russia. Mongolia should also participate in the Northeast Asia Energy Cooperation mainly targeting for the energy source of Russia for the revenue from transit duties based on the transit of natural gas or crude oil. Furthermore, it is alsonecessary for Mongolia, which has extensive underground resources and large oil deposits, to attract foreign investment in its energy industry. The Foreign Investment Law adopted by the State Great Hural of Mongolia to establish a legal system for foreign investment in 1993 will encourage investment by foreigners and protect their rights and properties.

산업혁명 이후 에너지 소비가 급격하게 증가하면서 발생하기 시작한 에너지 수급의 불균형이 최근 들어 다시 확산되고 있다. 이와 같이 세계적으로 에너지 수급 불균형이 심화되는 동시에 기후변화협약등 국제환경규제의 강화가 에너지 안보의 새로운 위기 요인으로 대두되고 있다. 동북아지역의 경우 중국은 세계 평균의 10배에 달하는 석유소비증가율을 나타내 국제원유시장의 교란요인으로 등장하고 있으며 원유가격의 아시안 프리미엄도 심화되고 있다. 세계 및 동북아지역 에너지시장 환경변화에 몽골정부는 역내 에너지협력 및 발전에 중요성을 부여하고 적극적 참여의 자세를 견지해야 할 것이다. 몽골은 러시아로부터 안정적인 에너지 공급원을 확보하기에 용이하고 또한 천연가스나 원유의 통과에 따른 통과세 수입을 위해 몽골은 러시아의 에너지원을 주목표로 하는 동북아 에너지협력에 적극적으로 참여해야 할 것이다. 더욱이 광범위한 광물자원과 커다란 석유매장의 잠재력을 가지고 있는 몽골은 외국의 몽골에 대한 에너지 분야 투자유치계획을 수립, 시행하는 것도 필요할 것이다. 이러한 측면에서 1993년 몽골 의회가 외국인 투자를 위한 법적 제도를 마련하기 위해 채택한 외국인 투자법은 외국인 투자를 장려하고, 투자자들의 권리와 재산을 보호할 것이다.
