There are several weaknesses in current estimation of future solid waste generation, which is closely linked to the success of national plan on waste reduction and recycling. Most of the problems stem from the facts that the current process uses a coarse econometric model as well as the fact that projection is on national total instead of regional subtotal. As a remedy, several suggestions are offered: 1) the solid waste projection will better be done in a bottom-up approach, and hence must be on the regional level, not the national total. 2) various econometric models, regressors, and various classification of waste must be tested for better projection model. 3) explicit codification on the forming and managing task force for national plan, as well as complete documentation and preparation of national plan construction manual are crucial for the effectiveness of national plan.

폐기물 관련 국가계획의 수립에 필수적인 폐기물 발생량 예측에 구조적인 문제점이 상존하다. 이 문제점은 정교하지 못한 계량적 모형을 사용하고, 추정대상을 국가 폐기물 발생 총량으로 국한하여 추정모형의 정교성을 갖추지 못한다는 데에 있다. 본 연구는 이의 개선을위해 폐기물 발생량 추정에 있어, 추정대상을 국가폐기물 발생 총량에서 지역별 발생량으로, 다양한 추정모형과 설명변수를 활용하는 방향으로, 그리고 국가계획 수립을 위한 작업단의 구성 및 운영과 작업결과를 매뉴얼화 하는 등 국가계획 작성에 관한 내용을 관련 법령에 명문화 하여 국가계획의 수립 및 활용에 내실화를 기할 것을 제시하고 있다.
