The major purpose of this study is to analyze the effect of personal values on the development of social welfare in 29 countries. For this purpose, this paper compares two social indicators, economic development and social condition, with two personal values, equality and poverty, to find a better way to analyze the level of social welfare development. As we expected, the results show that social indicators have strong effect. Personal values, however, are powerful factors as well. Particularly personal value on poverty has more effective than economic development in the explanation of the level of social welfare development in 29 countries. The stronger people think poverty resulted from the problem of society, the more the social welfare expenditure increased. In addition, the personal value has different effect according to social welfare programs. It has more effect on pension insurance than health insurance. This means that personal value should be considered as important variable to explain the level of social welfare development. On the basis of these results, this paper suggests that personal values should be reflected on making welfare policy. At the same time, the educational programs should be developed to provide adequate information on the social function of welfare policy helping the formation of personal values, This paper also suggests that future study will be need to explain the theoretical causal relations between personal values and the development of social welfare.

본 연구는 객관적 사회조건인 경제수준과 사회수준, 그리고 개인적 가치관인 평등관과 가난관의 사회복지지출에 미치는 영향을 비교한 것이다. 거시지표로서 사회조건은 사회복지수준을 설명하기 위한 영향력 있는 변수로 많이 사용되어 왔으나 이에 비해 미시지표인 개인적 가치관은 많이 사용되지 않았다는 인식하에 분석수준이 다른 두 요인을 비교해 보는 것이 목적이었다. 객관적 사회조건은 이미 많은 연구에서 중요한 변수임이 입증되었기 때문에 연구의 중심주제는 개인적 가치관도 사회복지수준에 영향을 미친다는 것을 밝히는 것이었다. 분석결과에 의하면 객관적 사회조건인 경제수준과 사회수준은 기존의 연구결과와 마찬가지로 중요한 변수로 나타났다. 이와 아울러 개인적 가치관, 특히 가난관은 경제수준보다 높은 영향력을 보임으로써 사회복지수준을 분석하는데 있어 개인의 가치관도 중요한 변수임을 알
아내었다. 또한 개인적 가치관은 사회조건의 수준에 따라 영향력이 달라진다는 사실도 중요한 발견 중의 하나였다. 이를 근거로 개인적 가치관이 사회복지정책에 반영될 수 있는 체계적 통로의 마련과 사회복지에 대한 합리적이고 객관적인 가치관을 형성할 수 있는 교육프로그램의 개발이 시급하다는 점을 제안하였다.
